Decree No. 35/2022/ND-CP provides for development of houses, service facilities and public utilities for laborers working in industrial parks and economic zones in Vietnam as follows:

Housing development for laborers in industrial parks and economic zones in Vietnam
- The State encourages organizations and individuals to build houses for lease, purchase or lease-purchase to laborers working in industrial parks or economic zones; houses, service facilities and public utilities for laborers working in industrial parks or economic zones to be built in accordance with construction standards and regulations, land area standards and quality standards, landscape, safety and environment in accordance with law. (Clause 1 Article 29 of Decree No. 35/2022/ND-CP)
(Instead of just renting houses to employees (according to Article 32 of Decree No. 82/2018/ND-CP), now the new regulations in Clause 1, Article 29 of Decree No, 35/2022/ND-CP allow employees to workers in industrial parks and economic zones hire, buy, hire-purchase, houses, service works, public utilities)
- People's Committees at all levels shall be responsible for facilitating workers in industrial parks and economic zones to use local medical, educational, social, cultural and sports services.
Provincial People's Committees shall be responsible for constructing plans for development of housing, public facilities and amenities for workers in industrial parks and economic zones in association with the plan for development of system of industrial parks and economic zones in the provincial planning and ensuring the land fund for the implementation of the plan. (Clause 2 Article 29 of Decree No. 35/2022/ND-CP)
- To encourage investors to implement investment projects on construction and commercial operation of infrastructure of industrial parks and functional areas in economic zones, investors to implement investment projects in industrial parks and economic zones to purchase, lease or lease-purchase houses for laborers working in industrial parks and economic zones to use, rent-purchase or sub-lease houses. (Clause 3 Article 29 of Decree No. 35/2022/ND-CP)

- The provision of sufficient land for construction of housing, public facilities and amenities for workers in industrial parks and economic zones shall comply with the law on social housing and the Decree No. 35/2022/ND-CP. (Clause 4 Article 29 of Decree No. 35/2022/ND-CP)
- In case land areas for development of dwelling houses, service and public-utility works for laborers working in industrial parks are adjacent to industrial parks, provincial-level People's Committees shall approve plannings on construction of industrial parks in association with plannings on construction of residential quarters, service and public-utility works for laborers working in industrial parks. (Clause 5 Article 29 of Decree No. 35/2022/ND-CP)
The Decree No. 35/2022/ND-CP comes into force from July 15, 2022 and supersedes the Decree No. 82/2018/ND-CP.
