Goal of improving the business environment and improving national competitiveness in Vietnam 2023

Resolution 01/NQ-CP on major tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the business environment and improve national competitiveness in 2023 issued by the Government on January 6, 2023.

Accordingly, the objectives of improving the business environment and enhancing national competitiveness are set as follows:

Some solutions to improve the business environment and improve national competitiveness in 2023 in Resolution 01/NQ-CP are as follows:

- Continue to strive to achieve the goal of upgrading the business environment and competitiveness indicators by 2025 as set out in Resolution 02/NQ-CP in 2022 and the targets for 2023 in Appendix IV.

- Improve the quality of reforming the list of investment lines, conditional business, and business conditions.

Research and review conditional business lines; propose to remove from the list of conditional business investment lines those industries that can apply other more effective management measures.

Continue to review and recommend the abolition of business conditions specified in relevant specialized laws in the direction of abolishing business conditions that are illegal, unnecessary, unfeasible, lacking specificity, difficult to determine, and not based on science; review the types of practice certificates to shorten, avoid duplication, and avoid wasting the costs of society.

Implement the consolidation of legal documents and the legal canon to ensure transparency, ease of search, easy understanding, and accessibility of the legal system.

- Research and propose amendments and supplements to regulations on specialized management and inspection of imported and exported goods in the direction of reducing the list of group 2 goods; fully apply principles of risk management; supplement the list of items exempted or reduced from specialized inspection; change the management method from lot-by-lot inspection to item-by-item inspection.

Research, amend, and supplement regulations in the direction of exemption from specialized inspection for goods imported by enterprises in small quantities for internal use, especially highly standardized products. Research and propose to develop legislation and improve capacity for the application of inspection at source and inspection at the stage of circulation in the domestic market.

Upgrade, complete, and deploy effective and essentially electronic procedures on the National Single Window Portal.

- Rectify inefficient inspection and examination activities of enterprises; review and adjust inspection and examination plans to ensure no duplication or overlap; and not affect the normal and lawful operation of the enterprise.

- Improve the quality of business support services, especially for small and medium enterprises; focus on consulting and training solutions according to the needs of businesses with the contents of corporate restructuring, finance, human resources, markets, risk management, digital transformation, participation in sustainable value chains, administrative procedures,...

Diversify and effectively develop a system of business development services, business incubators, start-up support centers, shared technical facilities to support businesses, and consulting and legal support for businesses .
