Cases of eligibility for monthly allowances regarding demobilized officials and conscripts of the People's Public Security Force who participated in the resistance war against the US with below 20 working years; methods of reviewing collectives and individuals in the political system; etc., are notable contents that will be covered in this bulletin.
This is a content of Circular No. 41/2023/TT-BCA on the provision of allowances for officials and conscripts of the People's Public Security Force who participated in the resistance in the war against the US with below 20 working years in People's Public Security Force that have resigned or have been demobilized and returned to their local areas promulgated by the Minister of Public Security of Vietnam.
According to the Circular, officials and conscripts prescribed in Point a Clause 1 Article 2 of Circular No. 41/2023/TT-BCA that fall into one of the following cases shall be eligible for monthly allowances:
- Officials and conscripts that have at least 15 years to below 20 years of working time counted for benefits;
- Retired or demobilized officials and conscripts that have at least 15 years to below 20 years of working time counted for benefits that have returned to their local areas and work for the communes, wards, or commune-level towns with salary paid by the State Budget that contribute to compulsory social insurance but are ineligible monthly pensions due to ineligibility or termination of their contribution to the independent social insurance according to social insurance laws.

On October 4, 2023, the CPV Central Committee promulgated Regulation No. 124-QD/TW on review and annual assessment and quality classification of collectives and individuals in the political system.
Specifically, methods of reviewing collectives and individuals in the political system are as follows:
- Review preparation:
+ The heads shall direct the preparation of reports on collective review and collect the suggestions and opinions from concerned collectives and individuals.
+ Individuals shall prepare self-review reports according to the prescribed content.
+ The superiors shall suggest the review of collectives and individuals according to their management decentralization when necessary.
- Review location:
+ Committees, CPV organizations, leading collectives, and managers shall perform the review and self-criticism at their corresponding level.
+ CPV members shall perform the review at their party cells.
+ Leading and managerial officials shall perform the review at their party cells and the leading and managerial collectives; assess and classify the quality of CPV members at party cells and officials and public employees at the workplace where they hold the highest positions.
Officials that hold multiple positions of leaders or managers shall perform the review at other places aside from the 2 places prescribed above according to regulations.
- Review procedure:
+ Regarding the review of collectives, leaders, and managers: collective review first and individual review later; leader review first and review of deputies and members later; review of leading and managerial collectives of authorities, professionals, and unions first, committees and CPV organizations later.
+ Regarding CPV members that are leaders and managers: review at party cells first, at leading and managerial collectives later.

This is a content of Circular No. 45/2023/TT-BCA dated September 29, 2023 on the provision of online information of the People’s Public Security Force promulgated by the Minister of Public Security of Vietnam.
According to the Circular, online information provision channels of the Ministry of Public Security of Vietnam include:
- Web portal of the Ministry of Public Security of Vietnam.
- The Minister of Public Security of Vietnam shall, based on specific conditions, implement the following online information provision portals for organizations and individuals:
+ Data portal at the ministry level;
+ Social media;
+ Email;
+ Mobile application;
+ Telephone switchboard.
Online information provision channels of the Ministry of Public Security of Vietnam shall ensure that the provision of information is synchronous and consistent with the information on the web portal of the Ministry of Public Security of Vietnam.
Online information provision channels of the Ministry of Public Security of Vietnam shall meet the requirements prescribed in Clause 3 Article 5 of Decree No. 42/2022/ND-CP.

On October 10, 2023. The Minister of Education and Training of Vietnam promulgated Circular No. 17/2023/TT-BGDDT on the Regulation on Exam for Excellent Students at the National Level.
According to the Circular, candidates for the exam for the selection of excellent students at the national level include:
- High school students whose training (or conduct) and study performance are classified as "Good" or above according to their results at the end of the semester (or academic year) adjacent to the exam and are selected for the team of the participating unit;
- Each candidate may only participate in one exam subject in an academic year.
