Notable documents of Vietnam in the previous week (from October 30 to November 5, 2023)

1. Benefits and policies for persons participating in Class-B COVID-19 prevention and control in Vietnam 

On October 29, 2023, the Ministry of Health of Vietnam promulgated Official Dispatch No. 6922/BYT-KHTC on guidelines on payment for treatment costs for COVID-19 patients and regulations and policies for persons participating in the COVID-19 epidemic prevention and control. 

To synchronously implement policies on and measures for COVID-19 prevention and control,  when classifying COVID-19 from Class A to Class B, the Ministry of Health of Vietnam requests People's Committees of provinces and central affiliated cities, Ministries, central government authorities, and health establishments to carry out the following contents:

- The implementation of benefits and policies applicable to persons participating in the prevention and control of Class-B COVID-19 shall comply with Decision No. 73/2011/QD-TTg dated December 28, 2011 from October 20, 2023.

- Payment of treatment costs, meal expenses and subsistence allowances (with regard to COVID-19 patients from October 20, 2023: 

+ Regarding patients with health insurance cards, the payment shall comply with regulations of health insurance laws; regarding patients without health insurance cards, they shall make self-payment according to law regulations;

+ The payment of meal expenses and subsistence allowances shall comply with regulations on prevention and control of Class-B infectious diseases of the Law on Prevention and Control of Infectious Diseases.

2. Government of Vietnam approves request for development of project on Resolution on VAT reduction 

On November 11, 2023, the Government of Vietnam promulgated Resolution No. 179/NQ-CP 2023 on request for the development of the project on Resolutions on VAT reduction. 

According to the Resolution, the Government of Vietnam, based on the voting results of its members, approves the request for the development of the Resolution of the National Assembly of Vietnam on VAT reduction as the request of the Ministry of Finance of Vietnam in Statement No. 228/BTC-CST.

The Ministry of Finance of Vietnam shall receive opinions from members of the Government of Vietnam during the development and completion of the project on the Resolution of the National Assembly of Vietnam according to regulations and take responsibility for the reported and proposed content and data.

3. Vietnam’s Regulations on the use of collaborators of State Audit Office

On October 31, 2023, the State Audit Office of Vietnam promulgated Decision No. 1348/QD-KTNN 2023 on the regulations on the use of collaborators of the State Audit Office of Vietnam.

According to the Decision, Regulations on the use of collaborators of the State Audit Office of Vietnam stipulate the State Audit Office of Vietnam’s use of collaborators to perform counseling, professional inspection, and supporting work within the audit operation according to the Law on State Audit; the use scope, principles, standards, and requirements for collaborators; entitlements, tasks, and responsibilities of concerned parties in the use of collaborators.

Regulations on the use of collaborators of the State Audit Office of Vietnam apply to units affiliated with the State Audit Office of Vietnam, collaborators performing tasks, and agencies, organizations, and individuals related to the audit operation of the State Audit Office of Vietnam.

4. Vietnam’s Official Lunar New Year Holiday and National Day Holiday Schedules in 2024 

On November 3, 2023, the Office of the Government of Vietnam promulgated Official Dispatch No. 8662/VPCP-KGVX disseminating the suggestion of Prime Minister of Vietnam Pham Minh Chinh on the Lunar New Year Holiday and National Day Holiday Schedules in 2024. 

According to the Official Dispatch, the Prime Minister of Vietnam agrees with the proposal of the Ministry of Labor – War Invalids and Social Affairs of Vietnam for the schedules for the Lunar New Year Holiday (from February 8, 2024 to February 14, 2024) and the National Day Holiday (from August 31, 2024 to September 3, 2024). 

Assigns the Minister of Labor – War Invalids and Social Affairs of Vietnam to inform administrative agencies, public service providers, political organizations, socio-political organizations, enterprises, and employees of the Lunar New Year Holiday and National Day Holiday Schedules in 2024.
