Plan for administrative reform information and dissemination 2024; approval of the National Strategy for Protecting, Caring, and Improving People's Health; etc., are notable contents that will be covered in this bulletin.

1. Vietnam’s plan for administrative reform information and dissemination in 2024 

On January 22, 2024, the Minister of Home Affairs of Vietnam promulgated Decision No. 35/QD-BNV on the plan for administrative reform information and dissemination 2024. 

According to the Decision, the objectives of the plan for administrative reform information and dissemination in 2024 are as follows:  

- General objectives:

To intensify information and dissemination to improve awareness and responsibilities for the implementation of administrative reform of managerial officers at all levels, officials, and public employees when carrying out official work and tasks while improving the awareness and consensus of people, organizations, and society regarding the implementation of state administrative objectives and tasks.

- Specific objectives:

+ To determine contents and forms of administrative reform information and dissemination in conformity with related individuals, agencies, or organizations.  

+ To intensify the responsibilities of heads of agencies and organizations regarding the implementation administrative reform information and dissemination, contributing to the improvement of awareness, sense of responsibility, knowledge, and skills in administrative reform for officials and public employees of ministries and central and local authorities.

+ To improve the awareness of administrative reform, increase the participation of people, enterprises, and social organizations in implementing administrative reform and supervising the implementation thereof of state administrative agencies at all levels.

+ To improve the awareness and responsibilities of heads of central and local news agencies, newspapers, radio stations, and television stations regarding the directive, administration, and implementation of administrative reform information and dissemination; improve the capacity and sense of responsibility of officials and journalists in charge of reporting news, articles, and reports on administrative reform. 

+ To intensify the cooperation and sharing of information between state administrative agencies and news agencies or newspapers, ensuring information on the implementation and results of the administrative reform at ministries and central and local authorities are reported adequately, promptly, and correctly in terms of subjects.

2. Vietnam's approval of National Strategy for Protecting, Caring, and Improving People's Health

On January 23, 2024, the Prime Minister of Vietnam promulgated Decision No. 89/QD-TTg 2024 on approval of the National Strategy for Protecting, Caring, and Improving People's Health by 2030, with a vision toward 2045.

According to the Decision, the general objective of the Strategy is for every citizen to receive quality health care services, live in a safe society, and gain good physical and mental development, contributing to the improvement of the life quality and the quality of personnel for the development and protection of the Fatherland.

Other specific objectives and tasks of the Strategy: 

- Improve the capacity for preventing and controlling epidemics in association with grassroots health innovation;  

- Improve the quality of medical examination, treatment, functional rehabilitation, and satisfaction of patients;  

- Carry out population and development work; 

- Develop health personnel;  

- Promote research and application of information and science;   

- Develop medical equipment and drugs manufacturing and supply;  

- Apply information technology and digital transformation; 

- Innovate health finance and health insurance; 

- Develop health in association with national defense and security assurance; 

- Intensify inter-sectoral cooperation and improve the efficiency of foreign affairs, integration, and communications on health information provision; 

- Complete the institutional system and increase state management of health;

3. Requirements for issuance of Film Rating Licenses of People’s Committees of provinces in Vietnam 

On December 29, 2023, the Minister of Culture, Sports and Tourism of Vietnam promulgated Circular No. 17/2023/TT-BVHTTDL on the requirements for the issuance of Film Rating Licenses of the People's Committees of provinces and centrally affiliated cities.

According to the Circular, the requirements for the issuance of Film Rating Licenses of People’s Committees of provinces are as follows: 

- A People's Committee of a province may issue Film Rating Licenses to documentaries, scientific films, and cartoons produced or imported by a cinematographic facility headquartered in its areas when the following requirements are met: 

+ Have a Film Appraisal and Rating Council in compliance with Circular No. 11/2023/TT-BVHTTDL;

+ Have physical facilities and technical equipment for presenting films in conformity with film formats, ensuring film appraisal and rating operations;  

+ Have a connection with the National Public Service Portal for organizations and individuals to apply for Film Rating Licenses. 

- A People's Committee of a province may issue Film Rating Licenses to feature films and films of combined genres produced or imported by a cinematographic facility headquartered in its areas when the following requirements are met:

+ Comply with the regulations mentioned above; 

+ In the preceding year (from January 1 to December 31), cinematographic facilities headquartered in the province produced at least 10 feature films and films of combined genres with granted Film Rating Licenses and were permitted to disseminate such films.

4. Vietnam's disclosure of 5 amended administrative procedures concerning roads 

On January 19, 2024, the Minister of Transport of Vietnam promulgated Decision No. 61/QD-BGTVT 2024 on the disclosure of amended administrative procedures concerning roads under the management of the Ministry of Transport of Vietnam.

According to the Decision, the disclosure of 5 amended administrative procedures concerning roads includes: 

- Approval of training facilities for road traffic safety inspectors. 

- Re-issuance of approval of training facilities for road traffic safety inspectors.

- Re-issuance of road traffic safety inspector certificates. 

- Renewal of road traffic safety inspector certificates. 

- Issuance of road traffic safety inspector certificates.
