Requirements for participating in the input quality accreditation of officials; Criteria for assessment of the result of professional training in firefighting and rescue; etc., are notable contents that will be covered in this bulletin.
1. New regulation of Vietnam on the requirements for participating in the input quality accreditation of officials
On February 21, 2023, the Government of Vietnam promulgated Decree No. 06/2023/ND-CP on the input quality accreditation of officials.
According to the Decree, officials who meet the following requirements, regardless of their ethnicity, gender, social composition, belief, or religion, shall be eligible to participate in the input quality accreditation of officials:
- Having one nationality, which is Vietnamese nationality;
- Being at least 18 years old;
- Having applied an application with a clear background;
- Having suitable certificates or diplomas;
- Having good political and moral qualities;
- Having adequate health for task performance;
- Other requirements according to the applied position.
Additionally, officials that fall under the following cases shall be ineligible to participate in the input quality accreditation of officials:
- Not residing in Vietnam;
- Having lost their civil act capacity or having a restricted civil act capacity;
- Being criminally prosecuted; serving or having served a criminal judgment or decision of the court but have yet to have their criminal records remitted; being in a medical service facility or an educational institution due to the application of administrative handling measures.
Decree No. 06/2023/ND-CP comes into force as of April 10, 2023.
2. New regulation of Vietnam on the criteria for assessment of the result of professional training in firefighting and rescue
This is the content mentioned in Circular No. 02/2023/TT-BCA on professional training in firefighting and rescue.
Specifically, the assessment of the result of the professional training in firefighting and rescue shall be performed based on the following criteria:
(i) Qualified individuals prescribed in Clause 1 Article 5 of Circular No. 02/2023/TT-BCA shall ensure that they sufficiently participate in training contents; participate in at least 80% of the training time; participate in exams and achieve results of at least 50% of the total score.
(ii) Qualified units regarding Fire and Rescue Police Divisions and District Police Departments shall have at least 90% of their officials and soldiers subject to the training to sufficiently participate in the training content and the training time as per regulation and at least 80% of their officials and soldiers qualified after exams.
(iii) Cases of unqualified units and individuals are cases of failure to ensure the criteria prescribed in (i) and (ii).
- Individuals who fail the exam shall retake the failed contents.
Circular No. 02/2023/TT-BCA comes into force as of March 3, 2023.
3. Guideline of Vietnam on salary classification of public employees specializing in cultural propaganda after their probation
On February 21, 2023, the Ministry of Culture, Sports and Tourism of Vietnam promulgated Circular No. 02/2023/TT-BVHTTDL on codes and standards of the professional titles and salary classification of public employees specializing in cultural propaganda.
According to the Circular, after the probation as prescribed by regulations and the appointment of the professional titles of cultural propaganda public employees conducted by competent authorities for public employee management, perform the salary classification by the appointed professional title as follows:
- In case of appointment of the professional title of intermediate cultural propagandist:
+ Regarding public employees with intermediate training qualifications, grade 1, salary coefficient 1,86, pay grade type B;
+ Regarding public employees with college-level training qualifications, grade 2, salary coefficient 2,06, pay grade type B;
- In case of appointment of the professional title of cultural propagandist:
+ Regarding public employees with university-level training qualifications, grade 1, salary coefficient 2,34, pay grade type A1;
+ Regarding public employees with master-level training qualifications, grade 2, salary coefficient 2,67, pay grade type A1;
+ Regarding public employees with doctorate-level training qualifications, grade 3, salary coefficient 3,00, pay grade type A1.
Circular No. 02/2023/TT-BVHTTDL comes into force as of April 10, 2023.
4. Vietnamese citizens no longer required to present household registration books during administrative procedures
This is the content mentioned in Directive No. 05/CT-TTg dated February 23, 2023 on continuing the acceleration of the implementation of the scheme for the development of data applications regarding the population, identification, and e-verification for national digital transformation 2022-2025, with a vision toward 2030 at ministries, central authorities, and local authorities by 2023 and the following years.
The Prime Minister of Vietnam requests ministries, central authorities, and local authorities to disseminate and issue directives on the annulment of the requirement for people to present or submit their household registration books according to Residence Law and its guiding documents.
At the same time, cooperate with the Ministry of Public Security of Vietnam in studying, applying chip-based ID cards and the VNeID application, and utilizing the national database on population; integrate information in the national database on population, ID cards, and e-identification accounts to gradually replace citizenship papers.
Initially, the replacement of paper household registration books and temporary residence books shall be performed as of January 1, 2023. The time of completion is in March 2023.
Accelerate the grant of personal identification codes and chip-based ID cards to eligible citizens regularly; standardize, update, and share information in the national database on population with ministries, central authorities, and local authorities.
Additionally, the Prime Minister of Vietnam requests the Ministry of Public Security of Vietnam to continue perfecting the VNeID application and striving to have 40 million e-identification accounts granted to the people by June 2023.
