Additional prioritized subjects in public employee recruitment; principles of copying and photographing Vietnamese money from February 2, 2024; etc., are notable contents that will be covered in this bulletin.

1. Additional prioritized subjects in public employee recruitment in Vietnam 

This is a content of Decree No. 85/2023/ND-CP dated December 7, 2023 on amendments to Decree No. 115/2020/ND-CP on public employee recruitment, use, and management. 

Decree No. 85/2023/ND-CP has added Point d to Clause 1 Article 6 of Decree No. 115/2020/ND-CP. Specifically, the case of “Trade union officials from the grassroots level or in the labor movement shall be eligible for additional 1,5 points to the results of the 2nd round” has been added to the prioritized subjects and priority points in entrance exams or recruitment of public employees.

2. Principles of copying and photographing Vietnamese money from February 2, 2024

This is a content of Decree No. 87/2023/ND-CP dated December 8, 2023 on prevention and combat against counterfeit money and protection of Vietnamese money.

According to the Decree, the principles of copying and photographing Vietnamese money are as follows:

- Authorities, organizations, and individuals shall only copy and photograph Vietnamese money when they satisfy the following principles: 

+ Every copy or photocopy shall not change the image of Vietnam money aside from zooming in and out or copying and photographing at an angle with the same scale, ensuring the integrity of the portrait and national emblem on the front of the bill; 

+ It is forbidden to extract, merge, or combine part or all of the images of Vietnamese money with content, sounds, and images of vulgarity, pornography, violence, crime, and social evils or contents, sounds, and images contrary to the traditions, history, culture, ethic, fine customs, and laws of Vietnam;

+ Copying and photographing Vietnamese money shall not be used for commercial or profitable purposes in any form except for cases of use for journalistic works, documentary films, or archives in libraries for research, photography, or television broadcasting about Vietnamese currency, exhibited at public places to introduce and disseminate Vietnamese currency.  

- Individuals and organizations prescribed in Clause 1 Article 19 of Decree No. 87/2023/ND-CP shall ensure the correct use purposes when permitted to copy or photograph Vietnamese money.

3. Cases of ineligibility for “Cultural Family” titles from January 30, 2024 in Vietnam

On December 7, 2023, the Government of Vietnam promulgated Decree No. 86/2023/ND-CP on the standards and procedures for awarding “Cultural Family”, “Cultural Village and Steer Quarter”, and “Typical Commune, Ward, and Town” titles.

According to the Decree, members of a family subject to one of the following cases shall be ineligible for the “Cultural Family” title: 

- Being criminally prosecuted;

- Failing to fulfill military and tax obligations; 

- Being subject to fines for acts of child marriage or organization of child marriage, violating regulations on marriage, divorce, and monogamous marriage;

- Being subject to fines for violations of regulations on public security; acts of committing illegal gambling; violations of regulations on prevention and combat against social evils fire prevention and fighting, rescue, and domestic violence prevention and combat. 

(Previously, Article 7 of Decree No. 122/2018/ND-CP stipulated: 

- Being criminally prosecuted or subject to administrative handling measures according to the Law on Administrative Violation Handling 2012.

- Failing to fulfill military and tax obligations. 

- Being subject to fines concerning construction, fire prevention and fighting, and environmental protection. 

- Committing child marriage or consanguineous marriage. 

- Being subject to fines for acts of domestic violence. 

- Being involved in social evils, drugs, prostitution, theft, gambling organization, or gambling. 

- Participating in large gatherings, causing loss of social order and safety.)

4. Conditions for recognition of “Learning Units” of districts from January 26, 2024 in Vietnam

On December 11, 2023, the Minister of Education and Training of Vietnam promulgated Circular No. 24/2023/TT-BGDDT on the assessment and recognition of “Learning Units” of districts and provinces. 

Specifically, the conditions for recognition of “Learning Units” of districts are as follows: 

- Units of districts shall be recognized as Level-1 “Learning Units” of districts when they meet the criteria and targets prescribed in Article 6 of Circular No. 24/2023/TT-BGDDT.

- Units of districts shall be recognized as Level-2 “Learning Units” of districts when they meet the criteria and targets prescribed in Article 7 of Circular No. 24/2023/TT-BGDDT.

Methods for assessment for recognition “Learning Units” of districts are as follows: 

- Assessment for recognition of “Learning Units” of districts shall be based on the proof and achieved results of the criteria and targets prescribed in Articles 6 and 7 of Circular No. 24/2023/TT-BGDDT.

- Results of the implementation of the criteria and targets concerning the “Learning Units” of districts shall be assessed as “Passed” and “Failed”.

- Criteria and targets without appropriate proof shall be assessed as “Failed”. 

- Criteria shall be assessed as “Passed” when the concerned unit achieves every target of such criteria.
