1. 8 working positions in the field of personnel organization must periodically change

The Ministry of Home Affairs has issued  Circular 3/2022/TT-BNV  stipulating the list and periodical time limit for changing working positions for civil servants and public employees who directly contact and handle work in the field of organization. local officials.

Accordingly, there are 8 working positions in the field of organization and staff that must be periodically transformed, including:

- Appraisal of personnel to submit to competent authorities for appointment, transfer, rotation, training and retraining of cadres, civil servants and public employees.

- Organize recruitment of civil servants; exam to raise the rank of civil servants; Examination for promotion of public employees' professional titles.

- Appraise documents to submit to competent authorities for approval on organizational structure and payroll.

- Appraisal of projects on new establishment, rearrangement of agencies, organizations, units and state-owned enterprises, non-governmental organizations, professional associations.

- Appraisal of dossiers of request for new establishment, import, division and adjustment of administrative boundaries at all levels.

- Appraise dossiers to submit to competent authorities to decide forms of emulation, commendation and discipline.

- Allocating training targets and budgets.

- Manage and implement the salary regime for public servants and employees.

Circular 03/2022/TT-BNV  takes effect from June 1, 2022.

2. Visa-free entry to Vietnam for citizens of 13 countries

The Government has issued  Resolution 32/NQ-CP  on visa exemption for citizens of 13 countries.

Accordingly, visa exemption for citizens of the following countries when entering Vietnam with a temporary stay period of 15 days from the date of entry, regardless of passport type, entry purpose, on the basis of fully meeting the following requirements: conditions as prescribed by Vietnamese law:

- Germany;

- French Republic;

- Republic of Italy;

- Kingdom of Spain;

- United Kingdom of Great Britain and Northern Ireland;

- Russia;

- Japan;

- The Republic of Korea;

- Kingdom of Denmark;

- Kingdom of Sweden;

- Kingdom of Norway;

- Republic of Finland;

- Republic of Belarus.

The policy of visa exemption upon entry to Vietnam for citizens of the above countries is implemented for a period of 3 years, from March 15, 2022 to the end of March 14, 2025 and will be considered for extension in accordance with law. provisions of Vietnamese law.

Resolution 32/NQ-CP  takes effect from March 15, 2022

3. Approving 74 poor districts, 54 extremely difficult communes

The Prime Minister promulgates  Decision 353/QD-TTg  approving the list of poor districts and communes with special difficulties (extremely difficult) in the lowlands, coastal areas and islands in the 2021-2025 period.

Accordingly, approving the List of 74 poor districts of 26 provinces in the period of 2021 - 2025, for example:

- Ha Giang province has Meo Vac district, Dong Van district, Yen Minh district, Quan Ba ​​district, Xin Man district, Hoang Su Phi district, Bac Me district;

- Tuyen Quang province has Na Hang and Lam Binh districts;

- Lang Son province has Binh Gia and Van Quan districts;

- Lao Cai province has Bac Ha district, Si Ma Cai district, Muong Khuong district, Bat Xat district;...

(Compared with the period 2018-2020, the number of poor districts in this period has decreased by 11 districts according  to Decision 275/QD-TTg  in 2018).

In addition, Decision 353/QD-TTg also approved 54 communes with special conditions in the lowlands, coastal areas and islands in 12 provinces in the period of 2021-2025  (compared with the period 2016-2020, the number of communes with special conditions in the lowlands, coastal areas and islands in 12 provinces in the period of 2021-2025 (compared to the period 2016-2020, the number of communes with special conditions in the lowland areas, in comparison with the period 2016-2020, the number of communes with special conditions in the lowland areas). , coastal areas and islands in this period decreased by 237 communes according  to Decision 131/QD-TTg  in 2017).

4. Cases of refunding the purchase of Vietlott lottery tickets

This is a notable content in Circular 18/2022/TT-BTC  amending and supplementing a number of articles of  Circular 36/2019/TT-BTC  guiding business activities of self-selected lottery numbers.

Specifically, the computerized lottery company must refund the purchase price of lottery tickets with a computer number to all participants in the following cases:

- The lottery schedule is announced to be canceled due to technical problems or force majeure events caused by natural disasters, epidemics, fires, but there is no regular rescheduled open dialing schedule;

Or there is a re-drawing schedule but the time of the lottery is 72 hours later than the original schedule;

- The announced lottery results are canceled according to the conclusions of the competent state management agencies (the Ministry of Finance, the public security agencies, the inspection and examination agencies).

About the time for refund : The computerized lottery company must specify a specific time limit for refunding the purchase of electronic lottery tickets in the Rules of Participation, but no more than 60 days from the date of drawing. open prizes according to the original schedule or the date of announcement of cancellation of lottery results by the competent authority.

Circular 18/2022/TT-BTC  takes effect from April 28, 2022.
