1. Increase monthly allowance for demobilized soldiers

The Ministry of National Defense promulgates  Circular 22/2022/TT-BQP  stipulating the adjustment of monthly allowances for military personnel and cipher workers receiving salaries similar to those of servicemen who have served, discharged, or quit their jobs. .

Accordingly, an increase of 7.4% on the monthly allowance of December 2021 for demobilized servicemen who are enjoying the monthly allowance according to the provisions of  Decision 142/2008/QD-TTg dated  on October 27, 2008; Decision 38/2010/QD-TTg dated  May 6, 2010.

Specifically, the monthly allowance for demobilized soldiers after being further adjusted is as follows:

- From full 15 years to under 16 years, the allowance level is 2,031,000 VND/month;

- From full 16 years to under 17 years, the allowance level is 2,123,000 VND/month;

- From full 17 years to under 18 years, the allowance level is 2,217,000 VND/month;

- From full 18 years to less than 19 years, the allowance level is 2,309,000 VND/month;

- From full 19 years to under 20 years, the allowance level is 2,400,000 VND/month.

(This monthly allowance is effective from January 1, 2022)

Circular 22/2022/TT-BQP  takes effect from May 16, 2022 

2. Conditions for borrowing money to buy computers for students to study online

The Prime Minister has issued  Decision 09/2022/QD-TTg  on credit for students with difficult circumstances to buy computers and equipment for online learning.

Accordingly, students must meet the following conditions for loans to buy computers and equipment for online learning:

- Being a member of a household belonging to one of the following categories:

+ Poor households;

+ Near-poor households;

+ The household has an average standard of living according to the standards prescribed by law;

+ Households in difficult circumstances due to the effects of the COVID-19 pandemic (with a father or mother or father and mother who died due to the COVID-19 epidemic).

- Không có máy tính, thiết bị đủ điều kiện đáp ứng yêu cầu học tập trực tuyến và chưa được hưởng chính sách hỗ trợ máy tính, thiết bị học tập trực tuyến dưới mọi hình thức.

Quyết định 09/2022/QĐ-TTg có hiệu lực từ ngày 04/4/2022.

3. Thời gian học tối đa đối với người học cao đẳng, trung cấp

Đây là nội dung tại Thông tư 04/2022/TT-BLĐTBXH quy định việc tổ chức đào tạo trình độ trung cấp, trình độ cao đẳng theo niên chế hoặc theo phương thức tích lũy mô-đun hoặc tín chỉ.

Theo đó, quy định thời gian tối đa để người học hoàn thành chương trình bao gồm thời gian học các môn học, mô-đun và thời gian thi tốt nghiệp hoặc bảo vệ chuyên đề, khóa luận tốt nghiệp do hiệu trưởng quyết định, bảo đảm:

Not exceeding 1.5 times of training time  for a program of two to three years of study ,  not exceeding 02 times of training time for a program of one to less than two years of study , excluding the reservation period. prescribed in Clause 2, Article 9 of  Circular 04/2022/TT-BLDTBXH .

Thus, according to the above regulations, the maximum duration of intermediate and college education is only 4.5 years for training programs of up to 3 years.

In addition, the maximum time for a student to study two programs at the same time is equal to the maximum time to complete a program with a longer training period and is counted from the beginning of the first program.

Circular 04/2022/TT-BLDTBXH  takes effect from May 15, 2022.

4. Conditions for changing the use purpose of rice land and forest land in 4 provinces and cities

The Prime Minister issued  Decision 10/2022/QD-TTg  stipulating the order and procedures for approving the change of land use purpose for wet rice cultivation from 02 crops or more with an area of ​​less than 500 hectares; land of special-use forests and watershed protection forests of less than 50 hectares in 4 provinces and cities: Hai Phong, Nghe An, Thanh Hoa and Can Tho.

Accordingly, the conditions for changing the use purpose of rice and forest land are prescribed as follows:

- An investment project that needs to change the land use purpose in one of the following cases:

+ Change the purpose of using land for wet rice cultivation from 02 crops or more with an area of ​​less than 500 hectares in Hai Phong city as prescribed in Clause 1, Article 4  of Resolution 35/2021/QH15 ;

+ Change the purpose of using land for wet rice cultivation from 02 crops or more with an area of ​​less than 500 hectares; special-use forest land, watershed protection forest land of less than 50 hectares in Nghe An province specified in Clause 2, Article 4  of Resolution 36/2021/QH15 ;

+ Change the purpose of using land for wet rice cultivation from 02 crops or more with an area of ​​less than 500 hectares; special-use forest land and watershed protection forest land of less than 50 hectares in Thanh Hoa province specified in Clause 2, Article 4  of Resolution 37/2021/QH15 ;

+ Change the purpose of using land for wet rice cultivation from 02 crops or more with an area of ​​less than 500 hectares in the area of ​​Can Tho city as prescribed in Clause 1, Article 4  of Resolution 45/2022/QH15 .

- Conform to master plans and plans on land use decided and approved by competent authorities and other relevant plannings in accordance with law.

- The investment has been approved according to the provisions of law but the written approval is still valid until the time of proposal;

For projects subject to land recovery according to the provisions of Clause 3, Article 62  of the Land Law  , they must be approved by the People's Council of the province.

- Having an alternative afforestation plan and ensuring that the replacement afforestation budget is determined in the total investment of the project, for projects that change forest use purposes according to the provisions of the forestry or cultural law. A copy of the payment of payment for replacement afforestation or the plan to use the topsoil in accordance with the law on cultivation.

Decision 10/2022/QD-TTg  takes effect from April 6, 2022.
