In the last week (February 28, 2022 - March 5, 2022), the Law Clerk updated a number of outstanding documents as follows:

1. Removed the requirement for rank-based certificates for lecturers

The Ministry of Education and Training issued  Circular 04/2022/TT-BGDĐT  amending  Circular 40/2020/TT-BGDDT  stipulating codes, standards for professional titles, appointment and salary arrangement for teaching staff in institutions public higher education institution.

Accordingly, amending standards for training certificates to rank professional titles for university lecturers as follows:

Lecturers only need to  have a certificate of training according to the professional title standards of university lecturers.

Currently, according to  Circular 40/2020/TT-BGDĐT  stipulating standards for training certificates corresponding to the professional titles of lecturers, for example, lecturers (grade III) must have a standard training certificate. Standards for professional titles of lecturers grade III.

Thus, lecturers will only need a single certificate instead of requiring a certificate of training to the corresponding professional title standards to enter each category of professional titles as current regulations.

Circular 04/2022/TT-BGDDT  takes effect from April 19, 2022.

2. Increase the number of visiting lecturers when calculating enrollment quotas for ECE majors

This is a remarkable content in Circular 03/2022/TT-BGDĐT defining enrollment targets for undergraduate, master's and doctoral students and college enrollment in Early Childhood Education (ECE).

Accordingly, the number of visiting lecturers converted to determine the enrollment quota is calculated  up to 10% of the total number of converted full-time lecturers of the training institution determined by the training field .

Particularly for specific training disciplines in the field of Arts and specific training disciplines with high demand for university-level human resources (specified in Appendix 2 issued together with  Circular 03/2022/TT-BGDDT). ), the number of visiting lecturers converted to determine the enrollment quota is calculated up to 40% of the total number of converted full-time lecturers of the training institution determined by the training field;

Training disciplines in the group of teachers training, visiting lecturers are not counted to determine enrollment quotas.

(Compared to the current one, increase the rate of visiting lecturers when calculating the enrollment target from 5% to 10%  of the total converted full-time lecturers of the training institution)

Circular 03/2022/TT-BGDĐT  takes effect from March 4, 2022 and applies to college-level enrollment courses in Early Childhood Education; bachelor, master, and doctoral degrees from 2022 onwards.

3. Health insurance coverage with CCCD chip attached

The Ministry of Health issued  Official Letter 931/BYT-BH  guiding the pilot implementation of medical examination and treatment using chip-attached CCCD.

Accordingly, the Ministry of Health requires medical examination and treatment facilities (KCB) to publicly notify patients and deploy to receive patients when going for medical care with health insurance by using a CCCD with a chip or via the VNEID application (only applicable). applicable to citizens who have successfully registered an electronic identity account provided by the Ministry of Public Security). In it, note:

For patients who have received CCCD with chip:

+ In case when checking CCCD (scanning QR code) or via VNEID application, there is valid information about participation in health insurance, medical facilities will check and compare information about health insurance and welcome patients according to regulations present medical examination and treatment with health insurance;

At the same time, inform the patient to go for medical examination and treatment with health insurance from the next time by CCCD with chip or by VNEID application;

+ In case when checking the information, there is no valid information about participation in health insurance: Explain to the patient that the status of the health insurance card on the CCCD cannot be done; welcome patients according to current health insurance procedures (present health insurance card and photo identification).

For patients who have not been granted CCCD with a chip : Receive patients according to current medical examination and treatment procedures with health insurance (present health insurance card and photo identification).

 Official Letter 931/BYT-BH  was issued on February 28, 2022.

4. Circular 13/2022/TT-BTC has been issued providing detailed guidance on registration fees

The Ministry of Finance has issued  Circular 13/2022/TT-BTC  detailing a number of articles of  Decree 10/2022/ND-CP  on registration fees.

Accordingly, a number of contents about subjects subject to registration fee according to Article 3  of Decree 10/2022/ND-CP  are detailed as follows:

- Houses, including: houses; working house; house used for other purposes.

- Land, including: agricultural land and non-agricultural land according to the provisions of the Land Law (regardless of whether the land has been used for works or not yet built).

(Previously, according to  Circular 301/2016/TT-BTC  , land, including: agricultural and non-agricultural land according to the provisions of the  Law on Land,  under the management and use rights of organizations and households. , personal)

- Boats, including yachts are all types of boats, including yachts that must register their ownership and use rights with a competent State agency.

- The housing, the total frame, the total body, the body (block) of the property are replacement parts that change the chassis number, engine number of the property, which has been granted the certificate of right by the competent State agency. ownership, right to use. (Compared to before, additional body (block))

Circular 13/2022/TT-BTC  takes effect from March 1, 2022.
