1. Plan to collect people's opinions on the draft amended land law in Vietnam

On November 14, 2022, the government of Vietnam issued Resolution 150/NQ-CP on the plan to finalize the Land Law (Amended) Project.

Accordingly, the plan to collect people's opinions on the Land Law (amended) project is as follows:

- Coordination of the National Assembly Standing Committee's draft Resolution on organizing the collection of people's opinions on the Land Law project (amended):

+ Submit to the government before November 25, 2022.

+ To the Standing Committee on Economic Affairs before December 1, 2022.

- Create content to collect public feedback on the Land Law (amended) Projectby November 2022.

- Posting the Land Law (amended) Project for Public Comment: December 2022–January 2023

- Holding conferences and seminars to gather public feedback on the Land Law (amended) project (as planned by the National Assembly): January-February 2023.

- Create a report on the reception and explanation of public opinion on the Land Law (Amended) project:

+ Submit to the government no later than March 10, 2023.

+ To the Standing Committee on Economic Affairs before April 1, 2023.

2. Regulations on collecting opinions on a law project in Vietnam

The National Assembly of Vietnam considers and approves the bill at three sessions in the following order:

- At the first meeting, the order of considering and discussing the law project must adhere to the provisions of Clauses 1, 2, 3, 4, 5, and 6 of the Law on the Promulgation of Legal Documents, as well as Article 74 of the Law on the Promulgation of Legal Documents.

- During the period between the first meeting and the second session, the study, explanation, reception, and revision of the draft law shall be carried out in the following order:

+ Agencies, organizations, and deputies of the National Assembly who submit the law project shall assume the prime responsibility for and coordinate with the standing agency in charge of verification, the standing law committee, the Ministry of Justice, and relevant agencies and organizations in studying, explaining, consulting on, and amending the draft law, and develop a draft report to explain, collect opinions, and revise the draft law;

+ Organization of the collection of people's opinions on the draft law according to the decision of the National Assembly Standing Committee (if any).

For new policies proposed by the National Assembly and people's deputies to be added to the draft, agencies, organizations, and National Assembly deputies submitting the law bill shall organize an assessment of the policy's impact to report to the National Assembly in necessary cases, at the request of the Standing Committee of the National Assembly;

+ The verification agency must verify the revised law project.

+ The National Assembly Standing Committee shall consider and give opinions on the amendment of the draft law according to the order prescribed in Article 71 of this Law. On the basis of the opinions of the Standing Committee of the National Assembly, agencies, organizations, and National Assembly deputies submitting the law project shall have to study and collect opinions to amend the draft law according to regulations;

- At the second session:

+ Representatives of agencies, organizations, and National Assembly deputies submitting the law project present a report explaining, absorbing, and revising the draft law; the results of collecting people's opinions on the law project (if any);

+ The representative of the verification agency presents the revised law project inspection report;

+ The National Assembly discusses this at the plenary session. Before being discussed at the plenary session, the project or draft can be discussed in the National Assembly Deputies Group.

During the discussion, representatives of agencies, organizations, and National Assembly deputies submitting the law bill shall have to explain the issues related to the project raised by the National Assembly deputies;

+ When it comes to important or major issues of the law project, the National Assembly will vote on the proposal of the National Assembly Standing Committee.

The standing body of the agency in charge of verification shall assume the primary responsibility for and coordinate with agencies, organizations, and National Assembly deputies to submit law bills, the Secretary General of the National Assembly, and relevant agencies and organizations to help the National Assembly Standing Committee anticipate issues to be submitted to the National Assembly for voting;

+ The Secretary General of the National Assembly shall organize the synthesis of National Assembly deputies' opinions and voting results for reporting to the National Assembly Standing Committee and the National Assembly, and shall send the law bill to the agency in charge of verification, agencies, organizations, and National Assembly deputies.

- During the period between the second and third sessions, the National Assembly Standing Committee shall direct and organize the study, explanation, reception, and revision of the draft law according to the prescribed order;

- At the third session, the order to consider and approve the draft law is carried out according to regulations.

If the draft law has not yet been passed or has only been partially passed, the National Assembly shall consider and decide on the proposal of the National Assembly's Standing Committee.
