According to Residence Law 2020, from July 1, 2021, the household registration book that was previously issued to a resident is still valid as papers and documents confirming that person's place of residence until the end of December 31, 2022. However, the Law also stipulates that in the event that people carry out procedures for residence registration leading to changes in information in the household registration book, the residence registration agency is responsible for withdrawing the issued household registration book. So how can people confirm their residence in Vietnam?

In Article 17 of Vietnam's Circular 55/2021/TT-BCA, there are regulations on the procedure for residence information verification by requesting the residence authority to confirm by documents.
Specifically, the procedure to confirm this residency information is done through two ways:
- First, citizens can go directly to the residence registration office in the country, regardless of the citizen's place of residence, to request a confirmation of residence information.
- Second citizens can send a request to confirm residence information through the national public service portal, the public service portal of the Ministry of Public Security of Vietnam, or the public service portal of residence management.
Residence information verification include: Time, location, form of residence registration.
Within 03 working days, the registration authority shall verify residence information in writing (with signature and stamp of head of the registration authority) or via electronic documents (with digital signature of head of the registration authority) at the request of the citizen.
The certification of residence information is valid for 6 months from the date of issue for the case specified in Clause 1, Article 19 of Vietnam's Law on Residence and for 30 days from the date of issue for the case of confirmation of residence information. If that information about a citizen's residence is changed, adjusted, and updated in the database on residences, the certification of that information is invalid from the time of change.
In case a piece of information on an individual or a household needing to be verified is not yet updated to the residence database, the registration authority shall provide the citizen with instructions on revision of residence information in the residence database.
Thus, from July 1, 2021, if the household registration book or temporary residence book is revoked, citizens can prove their residence information using one of the two methods above.
