The process of registering changes in LUR on the Public Service Portal in Vietnam

People wishing to register changes in LUR and ownership of land-attached assets on the Public Service Portal must follow the process at Dispatch 3768/BTNMT-VP dated July 1, 2022 in Vietnam.

Specifically, the process of receiving and resolving public services on the registration of changes in LUR and ownership of land-attached assets due to changes in information about the certificate holder on the National Public Service Portal in Vietnam as follows:

* Step 1: The land user creates an account, logs in to the National Public Service Portal, and follows the instructions.

- Search and select public service dossiers;

- nter information on the Application for Changes in Land and Assets Attached to Land (Application form) and check citizen information through the National Population Database of Vietnam;

- Attachments: photocopy or scanned copy of the issued Certificate;

- Choose the method of sending the original Certificate and receiving the results of administrative procedures through the public postal service or directly at the application-receiving agency and return the results of administrative procedures;

- Select to confirm the change in the issued Certificate or to issue a new Certificate of LUR, proving ownership of houses and other land-attached assets.

- Choose to send documents to: Branch of Land Registration Office/Land Registration Office to receive and process dossiers. For localities that have not yet established a land registration office: a district-level use right registration office.

*Step 2: Application receipt

After receiving the registration dossier, the staff of the Department of receiving dossiers and returning the results of administrative procedures are responsible for checking the application information and making announcements in the following forms:

- Account on the National Public Service Portal;

- Electronic mailbox;

- SMS for land users

The notification is made for the following special cases:

- Case 01: The application is not satisfactory. The officer shall clearly state the reason for the refusal.

- Case 02: The dossier is incomplete or invalid. The officer shall send a notice to supplement and complete the dossier as prescribed.

- Case 03: The application is complete and valid. The officer shall receive the application, send the receipt, and return the results.

In case the application is complete and valid, the department that receives the dossier and returns the results of administrative procedures shall send the complete and valid dossier to the branch of the Land Registration Office/Registration Office for settlement.

* Step 3: Record settlement

- Leaders of the Land Registration Office Branch/Land Registration Office access to the Public Service Portal to perform the assignment of procedures;

- The officer assigned to handle access to the Public Service Portal checks and compares the information in the registration file of the land user with the land database or the file stored at the branch land registration/land registration office.

And follow the following instructions:

+ If the information is inappropriate or inaccurate, or if the land user requests certification on the certificate and requires a new certificate, send the information to the Reception department via the Public Service Portal.

And return the results of administrative procedures to notify the land user to complete and supplement the dossier;

+ If the information is appropriate and accurate, send it via the Public Service Portal to the Department that receives and returns the results of administrative procedures in order to notify the land user.

The settlement officer updates information about changes of land users in the land database/cadastral profile.

- Land users make payment of fees, charges, and other prices and fees (if any) through the Public Service Portal. Submit the original Certificate directly or through the public postal service to the Branch of the Land Registry Office.

- After receiving the original Certificate submitted by the land user, the settlement officer checks the payment of fees, charges and other prices and fees (if any) through the Public Service Portal.

If the financial obligation has been fulfilled, the settlement officer shall prepare the dossier according to regulations and perform:

+ If changes to the certificate are confirmed, print the confirmation content on the certificate and submit it to the leader of the branch of the land registration office/land registry office for approval.

+ In case of issuance of a new Certificate: print the new Certificate and submit it to the leader of the branch of the land registration office/land registration office/Department of Natural Resources and Environment for signature and approval under the decision of the People's Committee of provincial level.

+ Edit and update changes in cadastral records and land databases.

- The branch of the Land Registration Office/Land Registration Office returns the results to the Dossier-receiving Section and returns the results of administrative procedures.

* Step 4: Return the result

The Officers of the Department receiving dossiers and returning the results of administrative procedures shall return the results of administrative procedures in the form chosen by the land user in Vietnam.
