The power transmission line system must pay land rent in Vietnam

The Vietnamese Government agreed with the unanimous opinion of the ministries, branches and delegates at the meeting on the collection of land rent from the power transmission line system in accordance with the law on land.

This is the content of Notice 296/TB-VPCP dated November 3, 2021 on the conclusion of Prime Minister Pham Minh Chinh at the Government Standing meeting on land rent collection of the power transmission line system.

Specifically, the Government agreed with the unanimous opinion of ministries, branches and delegates at the meeting on the collection of land rent from the power transmission line system in accordance with the law on land.

The Ministry of Finance of Vietnam shall assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, the Electricity of Vietnam and relevant agencies in proposing a specific time to start collecting land rent according to the provisions of law, no later than the first half of June 2022.

The Ministry of Finance compiles data (temporary calculation) on land rent payable according to the land law of the existing power transmission line system in the localities.

On that basis, the Ministry of Industry and Trade of Vietnam shall assume the prime responsibility for, and coordinate with the Ministry of Finance and relevant agencies in, directing the Electricity of Vietnam (EVN) to review, restructure, and improve the quality and production efficiency (reduction of human resources, reform of administrative procedures, ...), practicing cost savings, calculating together with other reasonable, valid and legal cost factors to build a price framework of the average retail price of electricity in the period 2021-2025 including land rent of the power transmission line system, ensuring the principle of not increasing the average retail price of electricity, submitting to the Prime Minister, ensuring the progress collect land rent no later than the first half of June 2022.

Along with that, the Ministry of Finance, the Ministry of Natural Resources and Environment, the Ministry of Industry and Trade, and the Committee for the Management of State Capital at Enterprises of Vietnam shall based on their assigned functions and tasks, promptly guide the Vietnam Electricity Group to review, restructure production and business activities, practice saving expenses.

At the same time, solving problems arising in the process of determining, collecting, paying and accounting land rents of the power transmission line system to ensure the progress of land rent collection.

Ministries and agencies shall, according to their assigned functions and tasks, inspect and supervise the collection, payment and accounting of land rents of the power transmission line system according to the provisions of the law, not to negative, corrupt, group interests.

Notice 296/TB-VPCP of Vietnam was promulgated on November 3, 2021.
