In the morning of November 24, 2017, the National Assembly voted to pass the Planning Law with 88.19% of delegates in favor.
Law on Planning 2017 consists of 6 chapters, 59 articles, and 3 appendices.
The Law on Planning stipulates the formulation, appraisal, decision or approval, announcement, implementation, evaluation, and adjustment of planning within the national planning system; and the state management of planning activities.
This Law applies to agencies, organizations, and individuals involved in the formulation, appraisal, decision or approval, announcement, implementation, evaluation, and adjustment of planning within the national planning system, as well as other related agencies, organizations, and individuals.
The Law on Planning takes effect from January 1, 2019, with provisions on the formulation and appraisal of national-level planning, regional planning, and provincial planning taking effect from March 1, 2018.
The voting results on the Law on Planning are as follows:
- Number of National Assembly deputies (NAD) participating in the vote: 455, accounting for 92.67% of the total number of deputies.- Number of NADs approving: 433, accounting for 88.19%.- Number of NADs not approving: 19, accounting for 3.87%.- Number of NADs abstaining from voting: 3, accounting for 0.61%.
Thus, with an approval rate of 88.19%, the National Assembly officially passed the Law on Planning.
