The Prime Minister has issued Decision 03/2022/QD-TTg on standards and norms of official residences, effective from April 15, 2022.

1. Standard of official residence for central agencies
According to Article 4 of Decision 03/2022/QD-TTg , Politburo member and Secretary of the Party Central Committee are arranged to rent official villas with the campus land area from 450 m2 to 500 m2.
The President of the Central Committee of the Vietnam Fatherland Front, the Vice President of the State, the Vice President of the National Assembly, the Deputy Prime Minister and the equivalent level or higher may arrange to rent official villas with land area for lease. campus from 350 m2 to 400 m2.
For members of the Party Central Committee, heads of Party committees at the central level, chairmen of committees of the National Assembly, ministers, heads of central mass organizations, heads of agencies directly under the Government and at equivalent levels or higher, Rent one of the following two types of official residences:
- Semi-detached houses with land area from 200 m2 to 250 m2;
- Apartment: Use area from 145 m2 to 160 m2.
In the case of Deputy Head of the Central Party Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairmen of Committees of the National Assembly, Deputy Ministers, scientists assigned to preside over scientific and public tasks. Especially important national technology according to the provisions of the Law on Science and Technology and equivalent level or higher may arrange for rent apartments with usable area from 100 m2 to 145 m2.
2. Standards of official housing for the locality
In Clause 1, Article 5 of Decision 03/2022/QD-TTg detailing local-level official housing standards, specifically:
2.1 For Secretary of the Provincial Party Committee and equivalent level
Provincial Party Committee secretaries and equivalent levels may lease one of the following two types of official residences:
- Adjacent houses with land area from 200 m2 to 250 m2;
- Apartment: Use area from 145 m2 to 160 m2.
2.2 For the Deputy Secretary of the Provincial Party Committee, the President of the province or city
To be arranged to rent one of the following two types of official residences:
- Adjacent houses with land area from 120 m2 to 150 m2;
- Apartment apartments: Usable area from 100 m2 to 145 m2;
2.3 For the Chairman of the District People's Committee, the Director of the Department, senior experts, scientists, and public employees
Chairpersons of district-level People's Committees, Directors of Departments and equivalent levels or higher, senior experts, scientists assigned to preside over particularly important national-level science and technology tasks in accordance with the Law on Science and Technology. Technology or public employees (teachers, doctors and medical staff) of non-business units with leadership or management positions equivalent to Department Directors or higher may be arranged to rent apartments:
Usable area from 80 m2 to 100 m2.
2.4 Cadres, civil servants and leading officials working in remote areas
Cadres, civil servants and public employees (teachers, doctors and medical staff) with leadership and management positions may be transferred or rotated to work in remote, remote and controlled communes. With extremely difficult socio-economic conditions, in border areas and islands, it is possible to arrange houses for rent:
Usable area from 36 m2/room to 48 m2/room (excluding the area of auxiliary works).
2.5 Cadres, civil servants and public employees working in remote areas
Cadres, civil servants and public employees (teachers, doctors and health workers) with suitable professional positions to work in remote communes, areas with special socio-economic conditions. With special difficulties, border areas and islands are arranged to rent out dormitories:
Usable area from 24 m2/room to 36 m2/room (excluding the area of auxiliary works); minimum average area 12 m2/person.
Decision 03/2022/QD-TTg takes effect from April 15, 2022 and replaces Decision 27/2015/QD-TTg .
For investment projects on construction of official residences that have been decided on policy before April 15, 2022, standards and norms will be applied according to Decision 27/2015/QD-TTg .
