Specifically, Article 24 of Decree 44/2022/ND-CP stipulates that individuals and organizations wishing to use the database on housing and real estate markets in Vietnam must:

- Send a request form to the agency or unit assigned to manage and provide information and data on housing and the real estate market in the following forms:

+ Submit directly in writing to the provider;

+ Send by official letter, fax, or post office;

+ Register online on the website of the provider;

- Within 07 working days from the date of receipt of the request, the provider shall consider granting the right to access and use valid information and data on housing and real estate markets;

In case of refusal to provide the right to exploit and use, the supplier must reply clearly stating the reason.

- Individuals and organizations must pay expenses for the exploitation and use of information on housing and real estate markets if they do not fall into the following categories:

+ Agencies involved in building and maintaining databases on housing and real estate may exploit data under their management scope.

The exploitation of data on housing and real estate markets outside the scope of management must be approved by the agency managing the housing and real estate market information system;

+ State management agencies are required to connect and share information on housing and relevant real estate markets to serve the state's management, investigation, verification, and handling of acts violating Vietnam's law.

Thus, if they are subject to payment of funds when exploiting and using information on housing and real estate markets, they must pay a fee to be able to use them in Vietnam.
