Handling the Relocation of Housing within the Facility Premises

Ministry of Finance has recently issued Official Dispatch No. 14972/BTC-QLCS requesting Ministries, local departments, and Economic Groups to implement the handling plan for housing of families and individuals within the premises of houses and land (in the case where the housing and land have been arranged for residential purposes but do not meet the conditions for transfer to the City for handling according to housing and homestead land policies).

According to the Official Dispatch, ministries, sectors, and economic corporations having premises and land currently used to house families and individuals should issue a document requesting the organization responsible for compensation and site clearance to coordinate in determining the relocation support costs for families and individuals in accordance with the legal provisions on compensation and resettlement support.

Instructions for relocation are as follows:

- Economic Corporations, State-Owned Enterprises under central management are responsible for relocating families and individuals. The payment of relocation support is based on the compensation and resettlement support plan approved by the competent authority and in accordance with the law on enterprises.- Agencies and organizations under central ministries and sectors:- For ministries and sectors with funds derived from the rearrangement of premises and land, these funds are to be used for relocation support.- For ministries and sectors without funds from the rearrangement of premises and land:- In cases where the premises and land have an investment project for construction, upgrading, or renovation of office buildings, the relocation support costs should be included in the project’s investment capital.- In cases where the premises and land do not have an investment project for construction, upgrading, or renovation of office buildings, the relocation support costs should come from the annual state budget allocation.
