This is the content of Decision 2161/QD-TTg dated December 22, 2021 on approving the National Housing Development Strategy for the period of 2021-2030, with a vision to 2045.

Accordingly, the Strategy sets a specific target that by 2025, the per capita housing area nationwide will strive to reach about 27 m2 of floor/person , of which: Housing area per capita in urban areas 28 m2 of floor/person and 26 m2 of floor/person in rural areas.

- By 2030, the country's per capita housing area will strive to reach about 30 m2 of floor/person , of which: the per capita housing area in urban areas will reach 32 m2 of floor/person and in urban areas. In rural areas, 28 m2 of floor space/person.

(Previously, in Decision 2127/QD-TTg dated 30/11/2011, the goal is that by 2020, the average housing area nationwide will reach about 25 m2 of floor/person, of which in urban areas it will reach 29 m2 of floor. /person and in rural areas, it will reach 22 m2 of floor/person; strive to achieve the target of minimum housing area of ​​8 m2 of floor/person, and at the same time, by 2030, strive to achieve the national average housing area of ​​about approx. 30 m2 of floor/person, minimum residential area is 12 m2 of floor/person).

Improve housing quality

- Newly developed housing must ensure quality according to regulations and standards, associated with urban development projects, ensuring synchronous technical and social infrastructure, connecting traffic and infrastructure floor, design to expand the functional and comfortable space of the house in the direction of developing green, sustainable, low-emission space.

- Improve the quality of existing housing through promoting the application of regulations, standards and planning when renovating and rebuilding individual houses, households and renovating and rebuilding apartment buildings. according to the synchronous and modern project.

- By 2030, strive to increase the percentage of permanent houses nationwide to 85% - 90% , of which 100% in urban areas, 75% - 80% in rural areas simple housing nationwide, especially in urban areas; 90% of houses nationwide have synchronous electricity supply, water supply and wastewater drainage systems and are connected to the general technical infrastructure system of the area.

Commercial housing development

- Develop commercial housing according to projects, associated with urban development, housing development program, encourage investment in the development of modern, environmentally friendly, low-emission high-rise apartment buildings, contribute to part of improving housing quality, ensuring connection and synchronization of the infrastructure system.

- Develop diversified types of housing products for rent, lease-purchase, and for sale, with an appropriate housing product structure, in which increasing the proportion of commercial housing with medium area and reasonable price through through the housing real estate market and the State's incentive policies.

- The State has policies to ensure the allocation of resources for housing development through a market mechanism, openness and transparency.

Social housing development

- Promote the development of social housing to meet the needs of policy beneficiaries with housing difficulties such as urban low-income people, industrial park workers, civil servants, public employees, officials, People's armed forces through adjusting and supplementing policies to increase supply and support solvency.

- Develop social housing according to projects with location and scale associated with areas where many subjects have social housing needs, in the land funds for social housing development arranged in the project planning. urban development projects, housing development projects to ensure equity and increase access to synchronous infrastructure and essential social services.

- Diversify the supply of social housing through the addition of more practical forms of social housing development; preferential mechanisms for investment, land, finance, tax... in which focusing on encouraging organizations and individuals of all economic sectors to participate in the development of houses for rent .
