1. What is household registration book?

Previously, in Article 18 of the Law on Residence 2006 (which has expired) it was stipulated:

Permanent residence registration means that citizens in Vietnam register their places of permanent residence with competent state agencies which carry out the procedures for permanent residence registration and grant household registration books to them.

Thus, in the past, when people registered for permanent residence, they would be issued with a physical household registration book.

Physical household registration book helps to manage the population in the area where people register for permanent residence.

Although the state does not issue new physical household registration books anymore, the previously issued ones are still valid until the end of December 31, 2022.

2. When will physical household registration book become invalid in Vietnam?

From the effective date of the Law on Residence 2020 (July 1, 2021), issued family registers and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per Law on Residence until December 31, 2022 inclusive.

In case where information in a family register or temporary residence register differs from information in the residence database, the latter shall be used.

When a citizen carries out a residence registration procedure that changes information in their family register or temporary residence register, the registration authority shall revoke the issued family register or temporary residence register, update information in the residence database in compliance with regulations of Law on Residence and not issue a new family register or temporary residence register or reissue the old family register or temporary residence register to the citizen.

The Government, ministries, ministerial-level agencies and other regulatory bodies shall review legislative documents promulgated or to be promulgated by them and related to family registers and/or temporary residence registers or providing for presentation of written confirmations of residence to amend these documents in consistency with regulations of Law on Residence, and avoid naming information on places of residence as a requirement for administrative procedures.

3. Some ways to use citizen information to replace physical household registration books

People can refer to one of the ways to use citizen information to replace paper household registration books as follows:

**Using Chip-mounted Citizen ID card

Citizen ID card is a legal document proving information about an individual and his/her permanent residence.

According to Clause 1, Article 3, Article 18 and Article 20 of Law on Citizen Identification 2014, Citizen identification means basic information about the origin and identity of a citizen;

When a citizen produces his/her citizen identity card at the request of a competent agency, organization or individual, this agency, organization or individual may not request the citizen to produce another paper to prove the information

Information on the face of the citizen identification card, including:

- Image;

- Citizen ID card number (personal identification number);

- Full name, middle name and birth name;

- Date of birth;

- Gender;

- Nationality;

- Home town;

- Place of residence;

- Expiration date, month, year;

- Identity characteristics;

- Fingerprint;

- Date, month and year of card issue;

- Full name, middle name and name, title and signature of the card issuer.

** Use device to read QRCode on Citizen ID card with chip

Citizens use QRCode reading devices (according to standards issued by the Ministry of Information and Communications) integrated with computers or mobile devices to read citizen information from QRCode codes on CCCD cards.

The information includes:

- Citizen ID card number;

- 9-digit ID number;

- First and last name;

- Date of birth;

- Gender;

- Place of residence;

- Date of issue of Citizen ID card.

**Method of searching and exploiting online personal information in the national database on population for use when performing administrative procedures and civil transactions

Step 1: Citizens access the national residential website at the address: https://dichvucong.dancuquocgia.gov.vn

Step 2: Log in with your account/password (using your National DVC Portal account);

After that, authenticate and enter the OTP code sent to the phone by the system.

Step 3: At the homepage, access the "Citizen information" function and enter the required information: Full name, personal identification number, date of birth, phone number, confirmation code. Then press Search.

Step 4: Basic information of citizens will be displayed on the screen including:

- Full name, middle name and birth name;

- Date of birth;

- Gender;

- Place of birth registration;

- Home town;

- Place of residence;

- Personal identification number;

- Identity card number.
