1. Level of electronic identification accounts in Vietnam

- Level 1 electronic identification accounts of Vietnamese citizens include the following information:

+ Personal data: Personal identification number; last name, middle name, and first name; date of birth; and gender.

+ Biometric data: a portrait photograph.

- Level 2 electronic identification accounts of Vietnamese citizens include the following information:

+ Personal data: Personal identification number; last name, middle name, and first name; date of birth; and gender.

+ Biometric data: portrait photograph; fingerprint

2. The electronic ID account have the same value as the Citizen ID card in Vietnam.

The use of electronic identification accounts is specified in Article 13 of Vietnam's Decree 59/2022/ND-CP as follows:

The electronic identity subject uses the electronic identity account to log in and use the features and utilities on the VNelD application and the electronic identity information page.

- The electronic identification account created by the electronic identification and authentication system is used to carry out administrative procedures; public administrative services in the electronic environment; and other activities according to the needs of the electronic identity subject.

- Agencies, organizations, and individuals may create accounts to serve their activities and are responsible for authenticating and ensuring the accuracy of their created accounts; deciding the level and use value of each account level. Information to create an account is provided or agreed to by the account holder for agencies, organizations, and individuals to use to create an account.

- The use of a level 1 electronic identity account created by the electronic identification and authentication system for an electronic identity subject who is a Vietnamese citizen is valid for proving that person's information specified in Clause 1, Article 7 of this Decree. The subject being a foreigner, it is valid to prove his or her information specified in Clause 1, Article 8 of this Decree in activities and transactions that require the provision of personal information of the electronic identity subject.

- The use of a level 2 electronic identity account created by the electronic identification and authentication system for an electronic identity subject who is a Vietnamese citizen has the same value as the use of a citizen's identity card in performing transactions requiring the presentation of a citizen's identity card; value for providing information in citizens' papers that have been synchronized into electronic identification accounts for comparison by competent agencies and organizations when performing transactions requiring the presentation of documents.

- The use of a level 2 electronic identity account created by the electronic identification and authentication system for a foreign electronic identity subject is equivalent to the use of a passport or papers with international travel value in performing transactions requiring the presentation of passports or papers of international travel value; valuable information in documents of foreigners is synchronized into electronic identification accounts for competent agencies and organizations to compare when performing transactions requiring the presentation of documents.

- The use of an electronic identity account created by an electronic identification and authentication system for an electronic identity subject as an organization is done by the legal representative or assigned to an authorized person. use. The use of an organization's electronic identity account is valuable to prove the organization's electronic identity when performing transactions requiring proof of information about that organization; it is also valuable for providing information in the organization's papers to be synchronized into an electronic identification account for the competent agency or organization to compare when performing transactions requiring the presentation of such documents.

- When an e-identity subject uses a level 2 e-identity account in electronic activities and transactions, it has the same value as the presentation of papers and documents to prove the information has been integrated into the electronic identity account.

Thus, a level 2 e-ID account can be used instead of a citizen ID in transactions requiring the presentation of a citizen ID card.
