Vietnam: Allowances for citizens performing military service

Performing military service is the responsibility of every citizen. However, during the participation process and after completing their obligations, citizens will receive benefits in accordance with Vietnam’s regulations.

According to Clause 1 Article 21 of the Law on Military Service 2015 of Vietnam, the duration of service in regular armed forces in peacetime of non-commissioned officers/enlisted soldiers is 24 months. After 24 months of service in the military, non-commissioned officers/enlisted soldiers will receive the following benefits and allowances:

1. Receive allowances according to military rank

Military rank allowances are in accordance with Decree No. 204/2004/NĐ-CP of Vietnam’s Government. This allowance is calculated by multiplying the statutory pay rate. Currently, according to Decree No. 38/2019/NĐ-CP of Vietnam’s Government, the statutory pay rate is VND 1,490,000/month:

- Private (allowance coefficient is 0.4): VND 596,000/month;

- Private first class (allowance coefficient is 0.45): VND 670,500/month;

- Corporal (allowance coefficient is 0.5): VND 745,000/month;

- Sergeant (allowance coefficient is 0.6): VND 894,000/month;

- Master Sergeant (allowance coefficient is 0.7): VND 1,043,000/month.

2. Additional allowances due to extension of duration of military service

According to Article 4 of Decree No. 204/2004/NĐ-CP of Vietnam’s Government, in addition to rank allowances, active non-commissioned officers/soldiers who have their duration of service extended as decided by the Minister of National Defense shall receive 250% of the current monthly rank allowances:

Allowances due to extension of duration of military service = Current monthly rank allowances x 250%

The Minister of National Defense may give decision on extension of duration of service in regular armed force of non-commissioned officers/enlisted soldiers in the following cases (the extension shall not exceed 6 months): to ensure the readiness for combat; during the prevention and fighting against natural disasters/epidemics and the rescue activities.

These additional allowances shall not be provided for active non-commissioned officers/soldiers who are waiting to be transferred to professional soldiers.

3. Extra allowances for active female soldiers and non-commissioned officers

In addition to men, women can also voluntarily participate in military service. In this case, active female soldiers and non-commissioned officers shall receive an additional allowance equal to 20% of the statutory pay.

Thus, female soldiers and non-commissioned officers shall receive VDN 298,000/month.

4. One-time allowance upon discharge from military service

- Non-commissioned officers and soldiers serving 24 months in the army: When serving 24 months in the army, non-commissioned officers and demobilized soldiers will receive a one-time allowance at the following rate: For each year of service, they will receive 02 months of base salary.

- Non-commissioned officers and soldiers serving 30 months in the army: In addition to the stated benefits, discharged non-commissioned officers and soldiers will enjoy an additional 02 months of current military rank allowance.

- In case if they are discharged from the army before 30 months, the active service period from the 25th to less than 30 months will be entitled to an additional 01 month of current military rank allowance.

5. Allowances for job creation

Non-commissioned officers/soldiers who fulfill their duty of military service shall receive allowances for job creation equal to 6 month’s basic salary when being discharged as regulated by the Government on the discharge day.

Allowances for job creation of non-commissioned officers/soldiers are VND 8,940,000.

The above are 05 types of allowances that non-commissioned officers/soldiers will receive when participating in military service, including: allowances according to military rank, allowances due to extension of duration of military service, extra allowances (for active female soldiers and non-commissioned officers), one-time allowance upon discharge from military service and allowances for job creation.
