Recently, the Government of Vietnam has submitted the Draft Law on Population to the National Assembly and proposed allowing couples the right to decide the number of children according to one of the following three options:
Option 1: Voluntary decision, equality, and responsibility regarding the timing of childbirth, number of children, and the interval between births. The Government of Vietnam specifies the number of children in each period to match the objective of maintaining the replacement fertility rate.
Option 2: Voluntary decision, equality, and responsibility regarding the timing of childbirth, number of children, and the interval between births. The State encourages each couple to have two children.
Option 3: Voluntary decision, equality, and responsibility regarding the timing and interval of childbirth. Have one or two children, except in special cases as prescribed by the Government of Vietnam (similar to the current regulations).
Additionally, the Draft Law also stipulates that married couples have the following rights:
- Equality in choosing and deciding to use contraceptive methods, preventing and combating HIV/AIDS transmission and sexually transmitted diseases; receiving information, counseling, and guidance on contraception methods, family planning, reproductive health care;- Protection and health care, choosing the facility providing population services, family planning, and confidentiality of information as prescribed by law.
