This is noteworthy new content stipulated in the Militia and Self-Defense Force Law 2019, passed by the XIV National Assembly on November 22, 2019, and officially effective on July 1, 2020.

To be specific, according to Clause d, Section 1, Article 12 of the Law on Militia and Self-Defense Forces 2019, one of the cases where one may be exempted from the obligation to participate in the Self-Defense Forces ahead of time is:
“d) Having an enlistment order or an order to perform the obligation to join the People's Police; having a recruitment decision into officials and public employees, national defense workers, police workers;”
Therefore, with this new regulation, from July 1, 2020, if the citizen is in the period of performing the Self-Defense Forces obligation and has a recruitment decision into officials and public employees, ... from the head of the recruiting agency, they will be exempted from the obligation ahead of time.
Compared to the corresponding regulation at Clause 4, Article 12 of the Law on Militia and Self-Defense Forces 2009 (current law), only 2 cases are eligible for early exemption from the obligation: deteriorating health according to the conclusion of a health facility from the commune level or higher, or having a family with sudden difficult circumstances.
From these regulations, it can be seen that the addition of the case of recruitment into officials and public employees... being eligible for early exemption from the obligation is very suitable to the reality, helping those citizens who wish to be recruited into officials and public employees... feel secure in completing the examination – application procedures. According to the new regulation in the Law on Militia and Self-Defense Forces 2019, citizens only need to be recruited into officials and public employees to be exempted from the obligation ahead of time, rather than completing such obligations or being limited to only the 2 previous cases.
Note, according to Clause 2, Article 8 of the Law on Militia and Self-Defense Forces 2019, the service term in peacetime can be 02 years or 04 years; thereafter it can be extended but not more than 02 years.
