Online marriage registration procedures in Vietnam

According to the Official Dispatch, people can now submit an online marriage registration in Vietnam(public service level 3) as follows:

Step 1: Access through the Public Service Portal of Vietnam

- Access via Provincial Public Service Portal/National Public Service Portal of Vietnam;

- Register an account (if you do not have an account);

- Verify steps as required;

- Login to the system;

- Identify the right agency competent to register;

- Provide information on an interactive electronic form (provided by the Provincial Public Service Portal);

- Attach relevant documents to the marriage registration dossier as instructed above.

Step 2: Civil servants of the One-Stop-shop Division are responsible for checking the accuracy, completeness, consistency, and validity of the records.

(1) If the application is complete and valid, then:

- Transfer the registration dossier to civil status civil servants for processing.

- If the application is received after 15:00 but cannot be resolved immediately, an appointment slip will be issued and the results will be returned to the citizen on the next working day.

(For registrations with foreign elements within the jurisdiction of the district-level People's Committees in Vietnam, it is 15 days).

(2) If the application is incomplete or invalid, then:

- There are documents guiding the requester to supplement and complete the dossier, clearly stating the types of papers and contents to be supplemented for the requester to supplement and complete.

After the records are added, repeat case (1).

(3) If the person requesting the registration is unable to supplement or complete the application, then

Report to the Head of One-Window Department of Vietnam for a written refusal to handle the registration request.

Step 3: Civil status civil servants verify the dossier (verify the consistency and validity of the information in the dossier, papers, and attached documents).

- In case the dossier needs to be supplemented or completed or is not eligible for settlement, it must be rejected:

Send notification of application status to One-Window Department of Vietnam to notify applicants – repeat Step 2 (case (2), (3))

- If found to be complete, valid, and in accordance with regulations, then:

Record in the marriage registration book, updating marriage registration information on the shared electronic civil status management and registration software.

Step 4: Civil status officials print the Marriage Certificate, submit it to the Heads of the People's Committee for signature, and transfer the results to the One-Window Department to return the results to the citizens.

Step 5: Check the information on the Marriage Certificate and in the Marriage Register with citizens (both male and female parties must be present and present identification papers for comparison).

Sign the registration book and confirm the voluntary marriage.

Sign the Marriage Certificate;

Each party will receive 01 original copy of the Marriage Certificate.
