Instructions for online birth registration in Vietnam

The online birth registration process in Vietnam is specified in Dispatch 1868/BTP-HTTQTCT on guidelines for restructuring birth registration, death registration and marriage registration procedures.

Step 1: Persons requesting birth registration access the National Public Service Portal or Provincial Public Service Portal of Vietnam, register/login to an account, and verify e-identity to correctly identify the applicant's identity. request civil status registration and carry out the online birth registration application process.

Individuals who request birth registration must:

- Provide information on the interactive electronic birth registration form;

- Perform the operation of uploading (uploading) documents and records as prescribed, including:

+ Photocopy of Birth Certificate/Electronic Birth Certificate (if any);

+ Copy of Marriage Certificate (if any). If the information on the marriage certificate is already in the National Park Service database, it is not necessary to upload it;

+ Photocopy of ID card/CCCD card and Household registration. In case this information has been authenticated and provided by the National Park Service, there is no need to upload it;

+ Power of attorney in case of birth registration under authorization;

- Pay fees and charges (if the birth registration fee is required) through the integrated online payment function on the Public Service Portal.

Step 2: Civil servants of the One-Window Division in Vietnam are responsible for checking the accuracy, completeness, consistency, and validity of the records.

2.1. If the application is complete and valid, the birth registration dossier shall be transferred to the civil status officer for handling. If the application is received after 15:00 but cannot be resolved immediately, an appointment slip will be issued and the results will be returned to the citizen on the next working day.

2.2. If the dossier is incomplete and invalid, there shall be written instructions for the requester to supplement and complete the dossier, clearly stating the types of papers and contents to be supplemented for the requester to supplement and complete. After the profile is added, repeat step 2.1.

2.3. If the person requesting birth registration cannot supplement or complete the application, he/she shall report to the head of the One-Window shop for a written refusal to handle the birth registration request.

Step 3: Civil status civil servants verify the dossier (verify the consistency and validity of the information in the dossier, papers, and attached documents).

3.1. If the dossier needs to be supplemented, completed, or is not eligible for settlement and must be rejected, a notice of the status of the application should be sent to the One-Window Department to notify the applicant – repeat step 2.2 or 2.3.

3.2. If it is found to be complete, valid, and in accordance with regulations, record it in the birth registration book and update birth registration information on the software for registration and management of shared electronic civil status, official storage, and transfer of information to the VSD National Database of Vietnam to obtain personal identification numbers.

Step 4: After the National Database of VDC returns the personal identification number, the civil status officer prints the birth certificate, submits it to the Leader of the People's Committee for signature, and transfers the results to the One-Window Department to return the results to the citizens.

Step 5: Citizens verify the information on the birth certificate and in the birth registration book, sign the birth registration book, pay the fee (if the fee is required and the application is submitted online), and obtain the birth certificate.

Note: If the person requesting marriage registration requests the issuance of an electronic birth certificate, the civil status officer shall advise and comply with the provisions of Clause 3, Article 14 of Vietnam's Circular 01/2022/TT-BTP, and return the digitally signed birth certificate to the requester after completing Step 5.
