People can declare death online through the following 5 steps:

Step 1: Submit your application

- The declarant shall submit the application for death declaration directly at one –way departments or the Public Administration Center of the

District People's Committee or Commune-level People's Committee.

Pay the death declaration fee if required;

Pay the fee for issuance of a copy of Death Certificate if required.

- In case submitting the application for death declaration online (level 3), the declarant shall access via the Provincial Public Service Portal or National Public Service Portal. Then, they shall register for an account (if they haven’t got one yet), verify account as required, log in to the system, identify the correct death declaration authorities, provide information on an interactive e-form (provided by the Public Service Portal), attach relevant documents in the application for death registration (a copy of the Death Notice or a replacement of it issued by a competent authority...), complete the submission of the application.

Step 2: Check and resolve the application

Civil servants of the one –way departments are responsible for checking the accuracy, completeness, consistency and validity of the application.

- Case 1: If the application is complete and valid, it shall be transferred to civil status civil servants for handling.

In case the application is received after 3pm but cannot be resolved immediately, an appointment slip will be issued and the results will be returned to the citizen in the next working day.

- Case 2: If the application is incomplete or invalid, a document clearly stating the types of papers and contents needed to supplement shall be given to instruct the declarant to complete the application.

After the application is supplemented, follow as steps in case 1.

- Case 3: If the declarant cannot supplement or complete the application, they shall be reported to the head of the one –way department for a written refusal to settle death declaration.

Step 3: Verify the application

Civil status civil servants verify the application (verify the consistency and validity of the information in the application, papers and attached documents).

- Case 1: Application, which is not eligible for settlement, must be refused. A notice of the status shall be sent to the one –way department to notify the declarant. In this case, repeat the steps in (1), (2) in step 2 ;

- Case 2: If it is complete, valid and in accordance with regulations, the information shall be recorded in the death declaration book, updated and save officially on the shared online civil status management and declaration software.

Step 4: Return the result

Civil status civil servants print the extract of death declaration, submit it to the leaders of the People's Committee for signature, and transfer the results to the one –way department to return the results to citizens.

Step 5: Check and receive the death declaration extract

Citizens check the information in the Death Declaration Extract, in the Death Declaration Book, sign in the Death Declaration Book, and receive the Death Declaration Extract.
