On May 2, 2022, the Prime Minister issued Statement 398/CD-TTg in 2022 on strengthening child drowning prevention and control, which stipulates the tasks of ministries and local authorities in the prevention of child drowning
Duties of the Ministries, sectors, localities, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Education and Training in the prevention of water disturbance for children?
According to the public electricity 398/CD-TTg in 2022:
(1) Ministries, sectoral administrations and localities continue to strictly implement the Prime Minister's Decision No. 1248/QD-TTg dated July 19, 2021 on approval of the program for prevention and control of accidents and injuries of children for the period of 2021-2030 and the Prime Minister's Directive No. 23/CT-TTg dated May 26, 2020 on enhancement of measures to assure rights to children and protect children with special emphasis on prevention and control of drought in children; directions of the National Committee for Children.
The Ministry of Labor, War Invalids and Social Affairs shall:
- Urge and guide ministries, sectors and provincial-level People's Committees in strictly implementing the Prime Minister's and the Chairman of the National Committee for Children's Steering Committee on prevention and control of water disturbance for children and annually report implementation results to the Prime Minister;
- To intensify inspection and examination of the prevention and combat of children's water disturbances in localities, especially in localities where children frequently occur;
- Regularly review and propose in time the Government, the Prime Minister and the Chairman of the National Committee for Children mechanisms, policies and effective measures to prevent and combat children's water disturbance.
The Ministry of Education and Training shall:
- To implement and guide the dissemination of knowledge and skills in preventing and combating water drought to each school, classroom and pupil, especially before each summer vacation;
- To step up the movement of safe swimming for pupils in schools;
- To intensify public information and education to raise awareness and consciousness for children to know and comply with regulations on water prevention and combat, especially in places with potential danger of water disturbance, ensuring safety for themselves;
- To further step up the work of coordination between schools and families in managing and supervising pupils during their study breaks or summer holidays in order to ensure safety and prevent and combat water disruption.
- Guide local authorities to organize training courses in swimming skills and relevant conditions, support and reduce the shared price, cost of swimming, training in swimming skills, relevant services for students and children.
- Guide localities in organizing training courses on swimming skills and relevant necessary conditions and the support, ticket price reduction, cost of swimming, training of swimming skills, and relevant services for students and children.
Child drowning prevention and control in 2022 in Vietnam
Duties of the Ministry of Health, the MOCIS and the MOC in the prevention of drowning water for children?
According to the public electricity 398/CD-TTg in 2022:
(4) The Ministry of Health is responsible for directing and guiding the health facilities in the implementation of first aid, emergency aid, treatment and transport of emergency to the children who are abandoned.
Sports and Tourism shall:
- To mobilize and raise the responsibility of families in keeping, supervising and reminding children in the danger and skills of preventing and combating water disturbance, take initiative in bringing them to swimming and learn safety skills in the water environment;
- To implement and guide the building and maintenance of swimming pools at physical training and sports institutions and encourage sports and tourist service establishments with swimming pools to support safe swimming classes in the water environment for children.
(6) The Ministry of Information and Communications shall direct press agencies to promote communication and information activities to raise awareness and responsibilities of agencies, organizations, educational institutions, families and communities for preventing and combating children from drowning; disseminate knowledge and skills of preventing and combating children from drowning water; disseminate measures and skills of first aid and emergency treatment to children falling in water.
