12 cases of Vietnamese citizens who meet the health requirements but are exempt from conscription

The following are cases where Vietnamese citizens meet the health requirements but are temporarily postponed or exempt from conscription during peacetime.

  1. The sole laborer responsible for directly supporting family members who are unable to work or are below working age; in a family suffering heavy losses in terms of human and material damage due to accidents, natural disasters, or dangerous epidemics as certified by the Commune People's Committee.
  2. One child of a war invalid or person affected by Agent Orange with a working capacity reduction of 61% to 80%.
  3. Having a brother, sister, or sibling who is a non-commissioned officer or soldier currently serving; a non-commissioned officer or soldier performing obligations in the People's Public Security.
  4. Persons belonging to resettlement programs or population dispersion who have moved in the first three years to especially difficult communes as per State socio-economic development projects decided by the Provincial People's Committee or higher.
  5. Officials and public employees, youth volunteers mobilized to work in areas with especially difficult socio-economic conditions.
  6. Currently studying at a general education institution; undergoing regular university or college training during the duration of a training course.
  7. Child of a martyr or child of a first-class war invalid.
  8. One brother or one child of a martyr.
  9. One child of a second-class war invalid or war invalid with a working capacity reduction of 81% or more, or a person affected by Agent Orange with a working capacity reduction of 81% or more.
  10. Persons working in cipher who are not military personnel or from CAND.
  11. Officials and public employees, youth volunteers mobilized to work in areas with especially difficult socio-economic conditions for 24 months or more.
  12. Low educational level. Specifically as follows:- Citizens with an educational level below 8th grade; an educational level below 7th grade (for difficult localities without sufficient quotas for military service).- Communes in remote, far-flung areas with especially difficult socio-economic conditions according to legal regulations; ethnic minorities with below 10,000 people, subject to recruiting 20% to 25% of citizens with primary education, the remainder being from secondary education or higher.
