Zones for Pilot Boarding and Disembarkation, Quarantine Areas, Anchorage Areas in Quang Ninh

This content is stipulated in Circular 01/2018/TT-BGTVT issued by the Ministry of Transport of Vietnam on January 03, 2018, which specifically regulates pilot boarding and disembarking areas, quarantine areas, and anchorage zones in Quang Ninh.

Circular 01 provides regulations on pilot reception and delivery areas, quarantine zones, anchorage areas, transshipment areas, storm shelter areas, and other related water areas as follows:

The Director of the Vietnam Maritime Administration is responsible for announcing the pilot reception and delivery areas, quarantine zones, storm shelter areas, anchorage areas, and transshipment areas for vessels entering and leaving Quang Ninh Seaport and other regulated water areas.

At the same time, Circular 01 also stipulates that based on actual conditions, vessels entering and leaving Hai Phong Seaport but needing to anchor for storm shelter, or reduce part of their cargo before docking at piers and wharves of Hai Phong Seaport, or to load additional cargo after partially unloading at the piers and wharves of Hai Phong Seaport in the water area of Quang Ninh Seaport will be assigned to one of the following positions by the Quang Ninh Maritime Administration:

- For vessels seeking storm shelter, they will be assigned to the following coordinates:

- HG1-1: 20°56'14.5"N, 107°04'10.7"E;- HG2-1: 20°56'20.5"N, 107°04'04.7"E;- HG3-1: 20°56'32.5"N, 107°04'04.7"E.

- For vessels carrying non-polluting and non-hazardous cargo, transshipment will be arranged at the following coordinates:

- HL3-1: 20°50'28.1"N, 107°07'55.2"E;- HL3-5: 20°51'51.6"N, 107°06'41.7"E;- HL3-6: 20°51'59.1"N, 107°06'15.9"E.

- Vessels are not permitted to load or unload bulk cargo such as cement, clinker, wood chips, and limestone with sizes from 4x6 cm and below at points HL3-1, HL3-5, and HL3-6 mentioned above.

- For vessels carrying polluting and hazardous cargo, transshipment will be arranged at position HN2-13 with the following coordinates: 20°56'04.3"N, 107°16'41.4"E.

Please note that the arrangement of vessels entering and leaving Hai Phong Seaport but needing to anchor for transshipment as stipulated in this clause will cease when the Lach Huyen terminal of Hai Phong Seaport is officially announced as operational by the competent authority.
