On May 26, 2020, the Ministry of Education and Training issued Circular 15/2020/TT-BGDDT on the Regulations for the high school graduation exam.
At Article 6 of Circular 15/2020/TT-BGDDT, the Minister of Education and Training establishes the National Steering Committee, comprising:

- The Head is a Deputy Minister of Education and Training;
- Deputy Heads are leaders of relevant functional units under the Ministry of Education and Training; among them, the Permanent Deputy Head is the Director of the Department of Quality Management (QLCL) or the Deputy Director of the Department of QLCL in special cases determined by the Minister of Education and Training;
- Members include leaders of some related units under the Ministry of Education and Training, leaders of some related units under the Ministry of Public Security, and inspectors from the Government of Vietnam.
The National Steering Committee has the following duties and powers:
- Assist the Minister of Education and Training in directing and organizing the implementation plan for the national examination; work on examination question creation, distribution, and duplication; decide on special situations related to the examination; direct and inspect the implementation of duties by the Provincial/City Directly Under Central Authority Steering Committees (hereinafter referred to as Provincial Steering Committees) and Examination Councils; handle issues arising during the examination process; report to the Minister of Education and Training and competent authorities on the examination organization situation;
- Establish the Secretary Group to assist the National Steering Committee; the Head of the Secretary Group is a member of the National Steering Committee concurrently; secretaries are officials and public employees of relevant units under the Ministry of Education and Training and the Ministry of Public Security;
- Establish the Transport and Delivery Group to receive, store, transport, and deliver sealed original exam packets from the Examination Question Creation Council to the Examination Councils; the Head of the Transport and Delivery Group is a member of the National Steering Committee concurrently; members are officials and public employees of relevant units under the Ministry of Education and Training and the Ministry of Public Security;
- Depending on the severity of the identified exam regulation violations to determine appropriate measures (in special cases, submit to the Minister of Education and Training for decision): Temporarily suspend examination activities or organize a re-examination at some Examination Councils or nationwide; suspend activities, propose disciplinary actions against violating Examination Council leaders;
- Propose to the Minister of Education and Training to establish the Re-Evaluation Council and inspection teams of the National Steering Committee.
Additionally, Circular 15 clearly stipulates the responsibilities, duties, and powers of the National Steering Committee members:
- The Head decides on the organization and implementation of duties and powers, being responsible for the results of the National Steering Committee's tasks as per this Regulation;
- Deputy Heads, Members, and Secretaries are responsible for the results of their assigned or delegated tasks and powers by the Head.
