On December 30, 2019, the Government of Vietnam issued Decree 100/2019/ND-CP regulating administrative penalties in the field of road and railway traffic, replacing Decree 46/2016/ND-CP.

New Penalty Levels for Cars and Motorbikes from January 1, 2020
This new decree has significantly increased fines for most violations of road traffic regulations. However, there are instances where fines have been reduced compared to previous regulations.
Specifically, Clause 3, Point m, Article 6 Decree 100/2019/ND-CP stipulates that operators of motorbikes, mopeds (including electric motorbikes), similar types of motorbikes, and mopeds will be fined from 400,000 VND to 600,000 VND for the following act:
“m) Driving in a road tunnel without using dipped headlights.”
Thus, according to this regulation, from January 1, 2020, motorbike and moped operators driving in a road tunnel without using dipped headlights will be fined a maximum of 600,000 VND.
Previously, according to Decree 46/2016/ND-CP, the fine for this act was a maximum of 1,000,000 VND. It can be seen that the new regulations in Decree 100 have reduced the maximum fine for driving a motorbike in a road tunnel without using dipped headlights compared to Decree 46.
Additionally, this Decree retains supplementary penalties for this act as stipulated in Decree 46/2016/ND-CP, which are the revocation of the driver’s license for 02 to 04 months if the act of not using dipped headlights causes a traffic accident.
