To be specific: the maximum time for appraising the investor selection plan is 20 days from the date of receiving the complete submission; the time for approving the investor selection plan is a maximum of 10 days from the date of receiving the appraisal report.

Additionally, Decree 25/2020/ND-CP stipulates the timelines in the investor selection process as follows:

- The minimum time for the investor to prepare the competency and experience profile and register for the land-use project is 30 days from the date the project list is posted.

- Pre-qualification documents, bid invitation documents, and request documents are issued after 03 working days from the first date of posting the pre-qualification announcement, bid invitation announcement on the national bidding network system, or sending the bid invitation letter before the bid closing time.

- The minimum preparation time for the pre-qualification application is 30 days from the first date of issuing the pre-qualification documents until the bid closing time. The investor must submit the pre-qualification application before the bid closing time.

- The minimum preparation time for the proposal documents is 30 days from the first date of issuing the request documents until the bid closing time. The investor must submit the proposal documents before the bid closing time.

- The minimum preparation time for the bid application is 60 days for domestic bidding or 90 days for international bidding, from the first date of issuing the bid invitation documents until the bid closing time. The investor must submit the bid application before the bid closing time.

- The time for sending the document (simultaneously via post and fax, email, or direct delivery) to amend the pre-qualification documents to the investors receiving pre-qualification documents is at least 10 days before the bid closing time. The time for sending the document to amend the bid invitation documents to investors who have received bid invitation documents is at least 15 days for domestic bidding and 25 days for international bidding before the bid closing time; for amending request documents at least 10 days before the bid closing time. If the time for sending the amendment document does not meet the regulations in this clause, the bidder shall extend the bid closing time accordingly, ensuring the regulations on the time for sending amendment documents for pre-qualification documents, bid invitation documents, and request documents.

- The deadline for the bidder to send the notice of investor selection results to participating investors via post, fax no later than 05 working days from the date the investor selection result is approved.

Notably, in case the project applies pre-qualification, the authorized person, the head of the unit assigned to approve the pre-qualification documents, and the shortlist are responsible for the progress of activities in the pre-qualification process. Conversely, for other timelines in the bidding process, the authorized person decides according to the guidance form in Appendix I issued together with Decree 25/2020/ND-CP and is responsible for the progress and quality of activities in the investor selection process.
