Year 2020: Ensuring Information Security for the Public Service Portal and the One-Stop-Shop System

Recently, the Minister of Information and Communications issued Circular 22/2019/TT-BTTTT stipulating the criteria for functions and technical features of the Public Service Portal and the Electronic One-Stop Information System at the ministerial and provincial levels.

According to the provisions of Article 8 of Circular 22/2019/TT-BTTTT, effective from February 20, 2020, Public Service Portals and Electronic One-Stop Information Systems at the ministerial and provincial levels must comply with legal regulations on ensuring information system security by level as specified in Decree 85/2016/ND-CP dated July 1, 2016 of the Government of Vietnam on ensuring information system security by level. Additionally, Circular 03/2017/TT-BTTTT dated April 24, 2017 by the Minister of Information and Communications details and guides certain articles of Decree 85/2016/ND-CP dated July 1, 2016 of the Government of Vietnam on ensuring information system security by level and the National Standard - Information Technology - Safety Techniques - Basic Requirements for Information System Security by Level (TCVN 11930:2017) must be followed.

Specifically, for Public Service Portals and Electronic One-Stop Information Systems at the ministerial and provincial levels with level 3 or higher, it is required to implement a monitoring plan as stipulated by law before being put into operation and use. Inspection and security assessment must be performed before the system goes live and periodically or unexpectedly as required by law.

Note: Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and the People's Committees of provinces and centrally-run cities must modify and upgrade the Public Service Portals and Electronic One-Stop Information Systems to meet the criteria stipulated in this Circular, ensuring compliance with requirements for Public Service Portals and Electronic One-Stop Information Systems at the ministerial and provincial levels within 06 months from the effective date of Circular 22/2019/TT-BTTTT.
