Specifically, the Textbook Selection Council of a general education institution (hereinafter referred to as the Council) is established by the head of the general education institution to assist the head in organizing the selection of textbooks. Each general education institution establishes one (1) Council. For schools with multiple educational levels, each level establishes one (1) Council.
According to the provisions of Circular 01/2020/TT-BGDDT, the Council includes: the head, deputy head, head of subject groups, representatives of teachers teaching subjects and educational activities (hereinafter collectively referred to as subjects) that have textbooks to be selected, and the representative of the Parent-Teacher Association of the general education institution. The number of Council members must be odd and minimally 11 (eleven) people, among which at least 2/3 (two-thirds) are head of subject groups and teachers. For general education institutions with less than 10 (ten) classes, the minimum number of Council members is 07 (seven) people.
However, those who have participated in compiling textbooks, evaluating textbooks organized by publishers, directing the compilation, publishing, printing, distributing textbooks, and those working at publishing houses with textbooks are not allowed to join the Council.
Simultaneously, Circular 01/2020/TT-BGDDT specifically guides the tasks of the Council as follows:
- Select textbooks according to the provisions of this Circular and specific criteria for selecting textbooks regulated by the People's Committee of the provinces, centrally-run cities (hereinafter referred to as provincial People's Committee);
- Propose the list of textbooks for use in the general education institution to the head of the general education institution;
- The Textbook Selection Council shall self-dissolve after completing its tasks.
