According to Clause 3, Article 10 of the Law on Road Traffic 2008 and Article 10 of the National Technical Regulation on Road Signs QCVN 41:2016/BGTVT, traffic signal lights have three colors: green, red, and yellow.
In detail, the yellow signal indicates the change of signal from green to red. When the yellow signal is on, the driver must stop the vehicle before the "Stop Line" paint mark. If there is no "Stop Line" paint mark, then the vehicle must stop ahead of the traffic signal in the direction of travel. In cases where the vehicle has approached or passed the "Stop Line" paint mark, and stopping would be dangerous, the vehicle must quickly continue to exit the intersection.
Note: In case the yellow signal is flashing, it is allowed to go but the speed must be reduced, with careful observation and yielding to pedestrians crossing the road.
According to the provisions in Articles 5, 6, 7, and 8 of Decree 46/2016/ND-CP, the act of running a yellow light and red light are both considered violations of traffic signal orders. Therefore, when participating in traffic, if the driver runs a yellow light, they will be fined similarly to running a red light. The fines for each specific type of vehicle are as follows:
- For the driver and the person being transported in cars and similar vehicles: A fine ranging from VND 1,200,000 to VND 2,000,000. (Based on Point a, Clause 5, Article 5 of Decree 46/2016/ND-CP)
- For the driver and the passenger on motorcycles, mopeds (including electric motorcycles), similar vehicles: A fine ranging from VND 300,000 to VND 400,000. (Based on Point c, Clause 4, Article 6 of Decree 46/2016/ND-CP).
- For the driver of tractors, specialized motorcycles: A fine ranging from VND 400,000 to VND 600,000. (Based on Point g, Clause 4, Article 7 of Decree 46/2016/ND-CP).
- For the driver, the passenger on bicycles, electric bicycles, and other rudimentary vehicles: A fine ranging from VND 60,000 to VND 80,000. (Based on Point h, Clause 2, Article 8 of Decree 46/2016/ND-CP).
Thus, running a yellow light will be fined similarly to running a red light, as both are acts of disobeying traffic signal orders. Therefore, traffic participants must be extremely cautious to avoid violations.
