Working Regime of the Head of Specialized Department of District People's Committee (Illustrative Image)

Decree 37/2014/ND-CP stipulates the work policies and responsibilities of the Head of the specialized departments under the People's Committees of districts, towns, and provincial cities as follows:

- Specialized departments under the district-level People's Committees work based on the headship system and the Working Regulation of the district-level People's Committees; ensure democratic centralism; implement information and report policies of specialized departments as regulated.- The Head of the department, based on the legal provisions and assignments of the district-level People's Committees, develops the working regulation, information reporting policies of the department, and directs and inspects the implementation of such regulations.- The Head of the department is accountable to the People's Committee, the Chairman of the district-level People's Committee for fully performing the functions, duties, and powers of their department and tasks assigned or authorized by the People's Committee, the Chairman of the district-level People's Committee; practices thrift, combats waste, and is responsible for the occurrence of corruption, wastefulness, and damages within the organizations and units under their management.- The Head of the department is responsible for reporting to the People's Committee, the Chairman of the district-level People's Committee, and the sectoral management department about the organization and activities of their department, reporting their work to the People's Council and the district-level People's Committee or the district-level People's Committee where piloting such does not organize the People's Council when required; cooperates with heads of specialized departments, political-social organizations at the district level to resolve issues related to their functions, tasks, and powers.
