1. The Head, Deputy Head and members of the Secretariat work on a part-time basis.

2. The Secretariat is under the direct leadership and direction of the National Steering Committee to implement Vietnam's commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change Queen.

3. The Secretariat works according to the principles of centralization, democracy, public discussion, ensuring unity, and promoting the responsibilities of the Head; The Head of the Committee is the final decision-maker on matters of the Secretariat; The Deputy Head of the Committee can decide on a number of specific issues according to the assignment and authorization of the Head of the Committee; Secretariat members are responsible for implementing assigned work and proactively directing authorities to implement tasks in the branches and fields of state management assigned to implement JETP.

4. The Head of the Committee chairs regular meetings as planned and convenes extraordinary meetings when necessary. The Head of the Committee can authorize the Deputy Head to chair the meeting to discuss and decide on a number of specific issues within the duties of the Secretariat.

5. Members are responsible for attending all meetings of the Secretariat. In case they are busy with other important work and cannot attend the meeting, they must report to the Head of the Committee and authorize a representative responsible for attending the meeting; The opinions of meeting attendees are the official opinions of members of the Secretariat.

6. The Secretariat assigns members to be responsible for urging ministries, branches, agencies, and units to implement JETP implementation tasks; coordinate with the Group of international partners, development partners, and international financial institutions to promote the implementation of the contents of the JETP Declaration.

Working regime, information, and reports of the Secretariat implementing the Political Declaration establishing the Fair Energy Transition Partnership (JETP) in Vietnam

1. Regular meetings: The Secretariat meets quarterly. The content of regular meetings focuses on evaluating the performance and implementation of tasks of the Secretariat; providing guidance on proposals from ministries, branches, agencies, units, the Group of International Partners, and the Glasgow Financial Alliance for the goal of net zero emissions, development partners, and businesses; setting out tasks to be performed in the coming time; and reporting and proposing to the Prime Minister to resolve issues beyond the authority of the Secretariat.

2. Unscheduled meeting: The Secretariat may hold extraordinary meetings when necessary under the direction of the Head of the Secretariat to direct the resolution of Secretariat issues and resolve new and arising issues according to the proposal of the Standing Committee of the Secretariat, the Working Groups supporting the implementation of JETP, the Group of International Partners, and the Glasgow Financial Alliance for the goal of net zero emissions.

3. Based on the actual situation and task requirements from time to time, the Standing Agency of the Secretariat may propose to invite the People's Committees of provinces and centrally run cities; Group of international partners; Glasgow Fiscal Alliance for net zero emissions; international organizations and development partners; Leaders of corporations, businesses, and relevant research institutes to attend the Secretariat meeting.

4. In case a meeting of the Secretariat cannot be held, the Standing Agency is responsible for obtaining written opinions from members of the Secretariat.
for issues falling within the duties of the Secretariat, and summarize and report to the Head of the Committee for consideration and decision.

5. Members of the Secretariat are responsible for reporting monthly to the Head of the Committee on the implementation of assigned tasks or making extraordinary reports at the request of the Head of the Committee, while at the same time proactively reporting problems that arise during task performance. Reports of the Working Groups supporting the implementation of JETP and of members of the Secretariat are sent to the Head of the Committee, and, at the same time, sent to the Standing Agency to monitor and synthesize to serve the direction and administration of the Head of the Committee.

6. Working groups supporting the implementation of JETP periodically report to the Head of the Secretariat on the status of task implementation on a monthly basis.
