This content is specifically stipulated in Circular 01/2016/TT-UBDT, which prescribes the management of ministerial-level science and technology tasks by the Committee for Ethnic Minority Affairs.
According to Circular 01/2016/TT-UBDT, the advisory council for determining scientific and technological tasks operates as follows:
- The Council members provide comments and evaluations on the proposals for science and technology (S&T);- The Council shall only convene when at least two-thirds of the members are present, including the Chairman and two reviewers. The Council elects a scientific secretary;- The unit managing the S&T tasks of the Committee appoints one specialist as the administrative secretary to assist the Council meeting;- The Council operates based on the collective principle. The Council's conclusions are approved when at least three-fourths of the attending members agree by secret ballot. Council members may request their opinions be recorded in cases where their opinions differ from the Council's conclusions. Council members are individually responsible for their opinions and collectively responsible for the Council's conclusions;- Representatives of units, organizations, or individuals proposing S&T tasks may be invited to attend the Council meeting.
