Circular 21/2015/TT-BGTVT stipulates the working hours and rest periods for employees engaged in work of a special nature in railway transportation, issued by the Minister of Transport on June 5, 2015.

Circular 21/2015/TT-BGTVT regulates the working hours and rest periods of railway employees working in shifts as follows:
- Positions involving particularly strenuous, hazardous, dangerous work, continuous day and night, with actual necessary work time in the day being 24 hours: Shift time not exceeding 06 hours, rest time at least 12 hours, maximum shifts in a month is 26 or shift time not exceeding 12 hours, rest time at least 24 hours, maximum shifts in a month is 13;
- Positions at places with a large workload, continuously busy day and night, with actual necessary work time in the day being 24 hours (excluding handover time): Shift time not exceeding 08 hours, rest time at least 16 hours, maximum shifts in a month is 22.5; or shift time not exceeding 12 hours, rest time at least 24 hours, maximum shifts in a month is 15;
- Positions at places with a high workload, continuous day and night, with actual necessary work time in the day being 24 hours: Shift time not exceeding 8 hours, rest time at least 16 hours, maximum shifts in a month is 26; or shift time not exceeding 12 hours, rest time at least 24 hours, maximum shifts in a month is 17;
- Positions at places with a relatively large workload, but not continuous, with actual necessary work time in the day not exceeding 16 hours: Shift time not exceeding 12 hours, rest time at least 12 hours, maximum shifts in a month is 21; or the employer may arrange for the employee to work 2 continuous shifts, then take a rest (shift time not exceeding 24 hours, rest time at least 24 hours, maximum shifts in a month is 10.5);
- Positions at places with a small workload, not continuous, with actual necessary work time in the day not exceeding 12 hours: Shift time not exceeding 12 hours, rest time at least 12 hours, maximum shifts in a month is 26; or the employer may arrange for the employee to work 2 continuous shifts, then take a rest (shift time not exceeding 24 hours, rest time at least 24 hours, maximum shifts in a month is 13);
- Positions at places with a small workload, not continuous, with actual necessary work time in the day not exceeding 08 hours: Shift time not exceeding 16 hours, rest time at least 08 hours, maximum shifts in a month is 26; or the employer may arrange for the employee to work 03 continuous shifts, then take a rest (shift time not exceeding 48 hours, rest time at least 24 hours, maximum shifts in a month is 08 - This case must be agreed upon by the employee).
