On February 29, 2024, the Chairman of the Central Emulation and Commendation Council issued Decision 05/QD-HDTĐKT approving the Operation Plan of the Central Emulation and Commendation Council in 2024

Work plan of the Central Emulation and Commendation Council for 2024 in Vietnam

The work plan of the Central Emulation and Commendation Council for 2024 in Vietnam will have the following main contents:

(1) Directing the summary of the implementation of Directive 34-CT/TW dated April 7, 2014 of the Politburo "on continuing to innovate emulation and commendation work"; Proposing and reporting to competent authorities to consider and decide on the issuance of new policies to continue innovating emulation and commendation work

- Direct the summary of the implementation of Directive 34-CT/TW dated April 7, 2014 of the Politburo "on continuing to innovate emulation and commendation work"

+ Directing the implementation: Chairman of the Council.

+ Chairing the implementation: Vice Chairmen of the Council.

+ Coordinate implementation: Council members.

+ Implementation time: Quarter II and Quarter III of 2024.

- Advise, propose, and report to competent authorities to consider and decide on the issuance of new policies to continue innovating emulation and commendation work.

+ Directing the implementation: Chairman of the Council.

+ Chairing the implementation: Vice Chairmen of the Council.

+ Coordinate implementation: Council members.

+ Implementation time: Fourth quarter of 2024.

(2) Advising and launching the emulation movement "The whole country joins hands for socio-economic development in ethnic minority and mountainous areas" in the period 2023–2030; emulation movement "Erase temporary and dilapidated houses" until 2025

- Directing the implementation: Chairman of the Council.

- Presiding over implementation: Standing Vice Chairman of the Council and Vice Chairman of the Council - Chairman of the Central Committee of the Vietnam Fatherland Front.

- Coordinate implementation: Council members.

- Implementation time: First quarter of 2024.

(3) Promulgate the revised working regulations of the Council and assign tasks to Council members

- Directing the implementation: Chairman of the Council.

- Chairing the implementation: Standing Vice Chairman of the Council.

- Coordination of implementation: Council members are representatives of leaders of the Government Office and the President's Office.

- Implementation time: First quarter of 2024.

(4) Organizing meetings of the Council according to the Council's operating regulations

- Organize a meeting to summarize the work in 2023 and deploy the Council's 2024 tasks.

+ Directing the implementation: Chairman of the Council.

+ Presiding over implementation: First Vice Chairman, Standing Vice Chairman of the Council.

+ Coordination of implementation: Council members are representatives of leaders of the Government Office and the President's Office.

+ Implementation time: January 2024.

- Organize a preliminary meeting to review the Council's work in the first 6 months of 2024.

+ Directing the implementation: Chairman of the Council.

+ Presiding over implementation: First Vice Chairman, Standing Vice Chairman of the Council.

+ Coordination of implementation: Council members are representatives of leaders of the Government Office and the President's Office.

+ Implementation time: July 2024.

- Organize a meeting to summarize the work in 2024 and deploy the Council's 2025 tasks.

+ Directing the implementation: Chairman of the Council.

+ Presiding over implementation: First Vice Chairman, Standing Vice Chairman of the Council.

+ Coordination of implementation: Council members are representatives of leaders of the Government Office and the President's Office.

+ Implementation time: January 2025.

- Organize an extraordinary meeting of the Central Emulation and Commendation Council under the direction of the Council Chairman.

(5) Organizing inspection teams of the Council in 2024 at ministries, agencies, organizations, and localities

- In charge of implementation: Vice Chairmen of the Council.

- Coordinate implementation: Council members; implemented according to the Council's 2024 Inspection Plan.

- Implementation time: Quarter II, Quarter III and Quarter IV of 2024.

(6) Directing the summary and preliminary review of the activities of the Emulation Blocks and Central Emulation Clusters

- Direct the summary of activities of the Emulation Blocks and Central Emulation Clusters in 2023

+ Presiding over implementation: Vice Chairmen of the Council;

+ Implementing agency and organization: Council members are assigned to be in charge of the Emulation Block and Emulation Cluster; relevant ministries, agencies, and organizations at central and local levels.

+ Implementation time: First quarter of 2024.

- Direct the preliminary review of activities of the Emulation Blocks and Central Emulation Clusters in the first 6 months of the year, implementing tasks in the last 6 months of 2024

+ Presiding over implementation: Vice Chairmen of the Council;

+ Implementing agency and organization: Council members are assigned to be in charge of the Emulation Block and Emulation Cluster; relevant ministries, agencies, and organizations at central and local levels.

+ Implementation time: Third quarter of 2024.
