Women's Unions must send representatives to participate in the state management in Vietnam

Below is the noteworthy content specified in Decree 56/2012/ND-CP of the Government prescribing responsibilities of ministries, sectors and people's committees at all levels for ensuring the participation in the state management by the Vietnam women's union at all levels, issued on July 16, 2012.

Article 5 of Decree 56/2012/ND-CP stipulates the  responsibilities of the Ministry of Home Affairs, the Vietnam Women's Union and Women's Unions at all levels in ensuring the participation in the state management by the Vietnam women's union at all levels as follows:

- The Ministry of Home Affairs shall:

  • Guide, monitor, and supervise ministries, central authorities and People's Committees at all levels in fulfilling the responsibilities specified in Articles 3 and 4 of Decree 56/2012/ND-CP;
  • Assume the prime responsibility for, and coordinate with the Vietnam Women's Union in, examining, inspecting and supervising the implementation of this Decree.

- The Vietnam Women's Union and Women's Unions at all levels:

  • Send representatives to participate in the state management;
  • Proactively study and propose measures and policies related to the rights and lawful and legitimate interests of women, children, family and gender equity; and promptly provide information related to women, children and gender equity;
  • Closely coordinate with ministries, sectors and People's Committees at all levels in fulfilling the responsibilities under the Law on Gender Equity;
  • Observe the law on rights and responsibilities of Women's Unions at all levels;
  • Guide and support Women's Unions at all levels in implementing this Decree.

Note: Ministries, sectors and People's Committees at a level shall create favorable conditions in terms of funding and facilities for Women's Unions of the same level to participate in the state management and implement related activities.
