The Government Office issued Official Dispatch 8794/VPCP-KGVX dated November 9, 2023, on reporting on food safety work in the first 8 months of 2023 and key tasks in the last months of the year.
Regarding amendments and supplements to Decree 15/2018/ND-CP on food safety: The Ministry of Health shall follow the direction of the Deputy Prime Minister in Notice 382/TB-VPCP dated September 16, 2023 of the Government Office.
Specifically, the Deputy Prime Minister assigned the Ministry of Health to preside over and coordinate with the Ministries of Agriculture and Rural Development, Industry and Trade, and Justice to evaluate and summarize the implementation of Decree 15/2018/ND-CP, which details the implementation of the Law on Food Safety and reports to competent authorities on amendments and supplements according to the process of the Law on promulgation of legislative documents.
Thus, in the coming time, we will summarize and report to competent authorities on amending and supplementing Decree 15/2018/ND-CP on food safety.
Currently, Decree 15/2018/ND-CP details the implementation of a number of articles of the Law on Food Safety on:
1. Procedures for product self-declaration in Vietnam.
2. Procedures for registration of the product declaration.
3. Assurance of genetically modified GM foods.
4. Issuance of the certificate of food safety.
5. State inspection of safety of imported and exported foods.
6. Food labeling.
7. Food advertisements.
8. Food safety requirements in production of dietary supplements.
9. Food safety requirements in production, sale and use of food additives.
10. Tracing food origins.
11. Food safety authorities.
According to the Law on Food Safety, some food safety terms are understood as follows:
1. Food safety means the assurance that food does not cause harm to human health and life.
2. Food-borne disease means a disease caused by eating or drinking a food contaminated with pathogens.
3. Food processing aid means a substance which is intentionally used in the processing of food materials or food ingredients in order to achieve a technological purpose and can be removed from or remains in foods.
4. Food processing means a process of preparing preliminarily processed food or fresh and raw food by an industrial or manual method to create food materials or food products.
5. Catering service establishment means a food-preparing facility, such as shop or stall trading in ready-to-eat food and cooked food restaurant, facility preparing ready-to-eat food portions, canteen or collective kitchen.
6. Conditions for food safety assurance means technical regulations and other regulations applicable to food, food producers and traders and food production and trading activities promulgated by competent state agencies for the purpose of assuring food safety for human health and life.
7. Food testing means the conduct of one or several tests and assessments of the conformity with relevant technical regulations and standards of food, food additives, food processing aids, food fortifiers, packages, tools and food containers.
8. Food trading means the conduct of one, several or all activities of food display, preservation service, transportation service or trading.
9. Food product lot means a specified quantity of a type of products bearing the same name, of the same quality, ingredients and shelf life, and produced by the same producer.
