Will Complete and Implement Good Salary Policy for Teachers

In order to continue to vigorously implement the Resolution, the Secretariat requests Party committees, Party organizations, governments, Fatherland Front, and mass organizations at all levels to effectively improve the quality of teachers and educational administrators, ensuring the basic conditions to effectively implement the new general education program and textbooks. To be specific:

- Develop and improve the quality of teachers and educational administrators to meet the requirements of fundamental and comprehensive reform of education and training, ensuring sufficient teachers for each level of education and subject.

- Perfect and effectively implement policies for teachers and students of pedagogical schools, especially regarding salaries to motivate teachers to work with peace of mind and attract excellent students to the pedagogical sector.

- Compile and implement new general education textbooks, ensuring openness, transparency, scientific coherence, and consistency between subjects and levels of education.

- Perfect the content and stabilize the plan for the national high school graduation exam.

- Prioritize financial resources for education, ensuring sufficient funds for the training and retraining of teachers, and invest in facilities and teaching equipment to effectively implement the new programs and textbooks.

- Strengthen investment, rapidly develop schools and class clusters for preschool education; ensure enough schools and classes for students to study all day, especially in difficult areas, with the initial focus on preschool and elementary education.

- Enhance the use of modern teaching means and methods.

In addition, the Secretariat also requests Party committees, Party organizations, governments, Fatherland Front, and mass organizations at all levels to effectively implement the following tasks and solutions:

- Strengthen the leadership, direction, and management of Party committees and authorities at all levels; ensure close, effective, and synchronous coordination between sectors, levels, and the entire political system in implementing the Resolution.

- Promote the education of revolutionary ideals, focusing on educating personality, ethics, lifestyles, legal knowledge, and civic awareness in the national education system.

- Improve the quality of human resource training; consolidate and enhance the quality of universal education and literacy elimination, and channel students after secondary education; continue to perfect the national education system in an open direction; build a learning society.

- Promote and enhance the quality and efficiency of scientific research and technology transfer in educational and training institutions.
