To be specific, in Article 5 of Decree 37/2014/ND-CP which regulates the head of the specialized agencies under the district, town, district-level town, and provincial-level city People's Committees as follows:

- The head of a specialized agency under the district-level People's Committee (hereinafter referred to as the Head of Department) is responsible to the district-level People's Committee, Chairman of the district-level People's Committee, and the law for the execution of functions, duties, and powers of the specialized agency under their charge.

- The deputy head of a specialized agency under the district-level People's Committee (hereinafter referred to as the Deputy Head of Department) assists the Head of Department in directing some aspects of work and is responsible to the Head of Department for the tasks assigned. When the Head of Department is absent, one Deputy Head of Department is authorized by the Head of Department to manage the department's activities.

- The number of Deputy Heads of Department in the specialized agencies under the district-level People's Committee shall not exceed 03 people.

- The appointment, transfer, rotation, commendation, discipline, dismissal, resignation, and implementation of policies for the Head of Department and Deputy Head of Department are decided by the Chairman of the district-level People's Committee following legal provisions.

In which:

- Specialized agencies under the district-level People's Committee include departments and equivalent agencies (hereinafter collectively referred to as departments).

- Institutions directly subordinated to the district-level People's Committee, agencies of the Central Government organized vertically, agencies equivalent to departments under the provincial-level People's Committee, and those of the provincial-level city placed in the district are not subject to this regulation.
