Recently, Circular 118/2018/TT-BTC has been issued by the Ministry of Finance specifying the rates, collection policies, remittance, management, and use of fees for the appraisal and verification of the origin of aquatic resources; licensing fees for the exploitation and operation of fisheries.
According to the new regulations, the following organizations and individuals are responsible for paying fees and charges for obtaining fishing licenses:
- Organizations and individuals, when their seafood materials are assessed and verified for origin by the Fish Port Management Organization, must pay the fee for assessing and verifying the origin of seafood materials.- Organizations and individuals, when granted fishing and fishing activity permits by the Fisheries Sub-Department, must pay the fees as prescribed in this Circular.
Additionally, Circular 118 also stipulates the fee and charge collecting entities, specifically:
- The Fish Port Management Organization collects the fee for assessing and verifying the origin of seafood materials.- The Fisheries Sub-Department collects the fee for granting fishing and fishing activity permits.
Note: Other content related to the collection, payment, management, use, receipts, and public disclosure of fee and charge policies not regulated in Circular 118 shall be implemented according to the Law on Fees and Charges, Decree 120/2016/ND-CP, and Circular No. 156/2013/TT-BTC.
