On June 19, 2017, the Ministry of Finance issued Circular 62/2017/TT-BTC stipulating the rates, collection policies, payment, management, and use of fees for confirming the eligibility for environmental protection in the importation of scrap as production materials.
According to the provisions of Circular 62, the responsibility for paying the fee for confirmation of eligibility for environmental protection regarding the import of scrap belongs to the fee payer entities, which are organizations or individuals requesting the issuance or re-issuance of the certificate of eligibility for environmental protection.
Note:
- The fee payment must be carried out within 10 working days from the date of submission of the application. The fee can be paid directly to the fee-collecting organization or into the fee-account pending for budget submission of the fee-collecting organization at the State Treasury.- The General Department of Environment under the Ministry of Natural Resources and Environment and the Departments of Natural Resources and Environment of provinces and centrally run cities will be the agencies responsible for fee collection.
