Who is Responsible for Paying the Chemical Usage Fee?

On January 25, 2018, the Ministry of Finance issued Circular 08/2018/TT-BTC stipulating the rates of collection, policies for collection, remittance, management, and use of fees in chemical activities.

According to Circular 08, the fee for the use of chemicals applies to the following subjects:

- Organizations and individuals submitting applications requesting the competent authority to issue Licenses, Certificates in chemical activities; approval of Chemical Incident Prevention and Response Plans.

Additionally, Circular 08 also specifies the entities that collect the fee for chemical use, specifically:

- The fee-collecting entity is the competent state authority that issues Licenses, Certificates in chemical activities, and approves Chemical Incident Prevention and Response Plans.

Note: Fees in chemical activities are collected in Vietnamese Dong (VND). The appraisal fee rates are issued together with Circular 08.
