Also according to Circular 33, the payment of fees and charges is the responsibility of the following organizations and individuals:

- Organizations and individuals requesting state tourism management agencies to issue International Travel Service Business Licenses, Domestic Travel Service Business Licenses, and Tour Guide Cards.- Foreign travel service businesses when requesting the issuance of licenses to establish representative offices in Vietnam.
