Individuals falling under any of the cases specified in Circular 16/2015/TT-BVHTTDL will not be eligible to register for selection, direct assignment as the principal investigator of ministerial-level scientific and technological tasks as follows:

- By the deadline for submission of applications, still holding the position of principal investigator of one ministerial-level scientific and technological task;- Individuals who are the principal investigators of ministerial-level scientific and technological tasks evaluated as “unsatisfactory” will not be eligible to register for selection, direct assignment for a period of 2 years from the date of the assessment conclusion by the Evaluation Council;- Individuals who are the principal investigators of scientific and technological tasks at various levels that have committed violations leading to the suspension of ministerial-level scientific and technological tasks will not be eligible to register for selection, direct assignment for a period of 5 years from the date of the decision by the competent state authority.
